RESPONSIBILITIES
• Serve as business steward to support branch data collection and validation for SB 929 (Community Mental Health) and other branch data as needed.
• Create, update, and refine data dictionary for SB 929 data collection and other branch data as needed.
• Establish and maintain governance over SB 929 data collection.
• Manage data collection for SB 929 from 58 trial courts, including data validation and processing.
• Coordinate with JCIT to implement long term technical solution for automated data collection and reporting.
• Serve as business lead for SB 929 data collection to ensure reporting requirements are met in the new data collection platform.
• Establish reporting and validation standards and other governance for data collection.
• Use advanced statistical methods and analytical techniques to formulate and test hypotheses, implement research design.
• Use complex, inferential statistical analysis to clean, weight, validate, and aggregate data.
• Develop, research, design and implement research protocols to resolve data mapping issues and implement data quality control protocols to ensure accuracy and completeness of data.
Other Duties and Responsibilities
• Attend biweekly meetings, attend project meetings as needed. Serve as rotating analyst of the week for data queries; take classes and trainings and attend conferences; make occasional site visits to courts.

The successful candidate will be expected to work in the Judicial Council's San Francisco or Sacramento office; hybrid work options for employees who live in areas surrounding this location may be considered.

OVERVIEW
The Judicial Council of California is accepting applications for the position of Senior Analyst in the Office of Court Research unit.
The Judicial Branch is modernizing the use of data for analytics and decisionmaking to support the branch's mission to increase access to justice and serve the public.This position is part of a 2023-24 Budget Change Proposal (BCP) for dedicated data analytics resources to support trial court data collection required by new legislation.
The Senior Analyst will provide professional-level analytical work for data reporting, analytics, and visualization. This position will consult with courts to compile data for this required reporting and will partner with JCIT and outside vendors on a long-term technical solution to collect this data in an automated manner. In addition, this position will support data reporting by courts and other Judicial Council offices, using complex, inferential statistical analysis to clean, weight, validate, and aggregate data. The selected candidate will develop, research, design and implement protocols to resolve data mapping issues and implement data quality control to ensure accuracy and completeness of data, present findings in oral and written reports and via visualizations This incumbent works independently and with limited supervision in support of major initiatives that have statewide impact.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
MINIMUM QUALIFICATIONS
Bachelor's degree, and four (4) years of analytical experience in program analysis, development,
implementation, research, and/or evaluation.
Possession of a bachelor's degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master's degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.
OR
One year in the Analyst classification with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California Superior Court or California state-level government entity.
Desirable Qualifications:
• Proficiency in R, SQL, Python
• Proficiency in data visualization and making presentations of data and/or research findings to non-technical audiences
• Familiarity with court processes
• Previous experience in a state government setting
• Strong working knowledge of the Judicial Branch Statistical Information System (JBSIS)
• Knowledge of data governance principles and practices
• Strong presentation skills
