Job Description
Responsibilities:
- Develop policies and procedures relating to HJF international operations as well as for HJFMRI and HJFMRI, Ltd/Gte accounting systems. Improve accounting controls and procedures in order to make reconciliation processes more efficient. Remain current on GAAP and government contracting regulations applicable to HJF.
- Plan, manage, and coordinate the activities of the International Accountants and Cost and Price Analysts.
- Implement HJF global systems internationally. Train staff internationally on accounting systems and procedures.
- Manage the review of supporting documentation, approval, and recordation of transactions by the overseas operations to ensure compliance with the standards established by HJF, including inter-company transactions.
- Ensure that overseas financial management regulations are followed, and that the overseas locations are adequately prepared for audit by both US entities and the host country of operation. Complete tax and other governmental forms required by the overseas location. Prepare for the annual audit conducted by the HJFMRI's external auditors. Coordinate with professional firms engaged to review the overseas operation.
- Implement monthly and year-end closings of the HJFMRI financial accounting system with HJF. Prepare quarterly and year-end financial statements, and related analysis, in accordance with generally accepted accounting principles (GAAP), and local requirements where applicable. Ensure that HJF international operations are in order for the annual financial audit conducted by HJF's external auditors.
- Coordinate budgetary and task order issues affecting HJF, HJFMRI and HJFMRI, Ltd with HQ Finance and Operations staff.
- Oversee monthly bank reconciliation review and other general ledger account reconciliations completed by overseas administrative staff.
- Scope of Decisions and Organizational Impact: The incumbent's decisions and actions will have a major level of impact within the organization. The main area of impact will be in preparing timely financial statements for internal (e.g., executive staff) and external (e.g., financial institutions, external auditors, etc.) users, and complying with foreign country financial regulations. The incumbent' s decisions and actions in the area of directing, implementing, and improving accounting procedures will impact the way other business units will process transactions.
- Decision Making Authority: Incumbent will direct international subsidiary financial, tax, and statutory report preparation, develop and implement improvements in the accounting functions, determine adjustments needed to be recorded in both HJF and the HJFMRI accounting records, direct foreign audits, and respond to tax return issues.
- Perform other duties as required by the position.
- Excellent judgment, able to make independent decisions, and exercise discretion.
- Experience with International Accounting, procurement and treasury management. Preferably in a multi-location, home office/subsidiary environment.
- Knowledge of US Generally Accepted Accounting Principles (GAAP) required.
- Knowledge of Federal grants and contracts regulation and Uniform Guidance desirable.
- General ledger and subsidiary schedule preparation skills required.
- High level of analytical skills required.
- Microsoft Excel, Word, and overall PC knowledge required.
- Excellent interpersonal skills required, training, supervisory and foreign language skills desirable.
- Direct Supervisor: The incumbent will supervise HJF, HJFMRI and HJFMRI, Ltd overseas accounting operations.
- Ability to travel overseas and to manage luggage necessary to sustain travel in third world countries.
- This position will take place primarily in a telework, office, and field operation settings in various countries.
- Bachelor's Degree in Accounting or comparable experience required.
- Minimum of 6-8 years of overall accounting/audit experience, with at least 3 years (full-time) in International Accounting required. Oversight of an accounting operation in an overseas field office is a plus.
- CPA or similar certification is desirable but not required.
