The City of Winters is currently accepting applications to fill a part-time Senior Accountant position.
The part-time Senior Accountant assists and reports to the full-time Senior Accountant to performs a variety of professional accounting and financial analysis work consistent with generally accepted accounting practices (GAAP), assists with recording and reporting financial transactions, develops financial reports, and maintains a record of assets, liabilities, revenues, expenses, tax liabilities, and other financial activities within the organization.
This position is part-time.
Typical Duties & Responsibilities
TYPICAL JOB FUNCTIONS
Duties may include but are not limited to:
- Analyze financial operations and expenditures; assist in review of expenditure and fund balances in the preparation of the City's annual budget and long-range financial forecasts.
- Serve as a resource for city staff in resolving financial questions and problems.
- Establish / maintain accounting records, post, balance and reconcile general ledger and subsidiary accounts; monitor, control and report on a variety of accounting activities relating to budgets, revenues, city-wide purchasing, asset management, cash management and investments, debt servicing, and financial reporting.
- Perform complex accounting and analytical work in GL management, fund accounting, asset management and preparation of financial statements.
- Analyze, record, and report financial transactions according to GAAP.
- Prepare accounting and management reports; participate in and oversee interim and annual financial reports and statements, including CAFR and State Controller reports, in accordance with GAAP and legal requirements.
- Coordinate with staff to ensure cost accounting and revenue collection systems are consistent with the budget.
- Audit working papers, financial statements, and reports for internal use, as well as Federal, State and other outside agencies.

- Maintain records for capital assets, bond disclosures, and compliance with State, Federal, and local financial reporting laws and regulations.
- Conduct research and analysis of financial transactions; reconcile bank statements.
- Maintain confidentiality of records and information?
- Plan, prioritize, assign, supervise and review the work of staff involved in a variety of financial related activities, as assigned.
- Schedule and coordinate audit activities, evaluate financial systems and internal controls to ensure records are accurate and controls are adequate; recommend controls to ensure reliability and integrity of the data.
- Develop recommendations for enhancements, additions, and changes in methods, computerized procedures, and software; oversee the implementation of system modifications
Qualifications
ABILITY TO:
- Understand and interpret principles, laws and procedures involved in fiscal record keeping and accounting functions including federal and state laws, recording requirements, bond indentures, development contracts, grants, deeds, city policies, MOU's, contracts, ordinances and resolutions.
- Explain, analyze and apply accounting and auditing principles and procedures.
- Prepare presentations
- Perform administrative duties on behalf of a high level administrator with little or minimal supervision.
- Display situational aware and develop effective course of action.
- Understand and explain policies and procedures.
- Communicate clearly and concisely, both orally and in writing.
Bachelor's degree from an accredited college or university with major course work in accounting and 3 years of professional accounting and auditing experience. Prefer two years in government accounting. The one year in a lead or supervisory capacity can be waived since this part-time position does not supervise subordinate staff.
