Job description

Under the direction of the Senior Manager, Specialized Security Services & Administration, the Manager, Security Operations Center (SOC Manager) administers, oversees, and coordinates the activities of the Security Communications Operation and Crisis Management components of DPS. The SOC Manager plans, organizes, and manages the 24-hour daily operation of the Dispatch/Security Operations Center, as well as the DPS Records Division. The stated goal of the department is to deliver best in class security service, in accordance with current policies, procedures, and established objectives. The SOC Manager will be responsible for development and management of the DPS crisis management functions and the design, planning and implementation of a state-of-the-art Security Operations Center.
Plans, organizes, and controls communication activities such as radio, telephone, computer aided, or other dispatch services. This position involves developing and implementing long and short-range goals and objectives; establishing policies and methods for effective, efficient emergency communication; identifying and obtaining technology software and/or hardware for a high-volume dispatch center and records management department developing standard operating procedures and user's manuals for department equipment.
The SOC Manager is responsible for the effective management and success of their assigned components; accountable for consistently delivering exceptional leadership of their teams and value to the organization. The SOC Manager will ensure their team members understand and serve the purpose and vision of the organization and reflect the team's core beliefs.
Essential Duties & Responsibilities

  • Develop and manage the Crisis Management function within DPS.
  • Manage the development and implementation of a state-of-the-art communications and Security Operations Center for the enterprise.
  • Work with the company's leadership to define, launch, and drive critical strategic, organizational and operational recommendations.
  • Manages the development and improvement of DPS policies and procedures; implementing security industry best practices with respect to communications and crisis management. Identifies gaps in controls, processes and policies.
  • Responsible for direct supervision and coordination of DPS related mass communications across the enterprise in emergencies and significant incidents to include emergency notification protocols.
  • Develops strategic goals, including both short and long-term business objectives, as well as, clear roles and responsibilities of team and team members.
  • Leads, trains, monitors, and evaluates Dispatch Supervisors, Dispatch Leads, Dispatch personnel, and Crisis Management Specialist. The SOC manager is responsible for defining team capabilities and ensuring the team is properly trained and able to use the tools to perform their jobs.
  • Personally oversees all administrative aspects of the communications section.
  • Responsible for the identification and coordination of maintenance, repair, and replacement of computer-aided-dispatch systems, related software, telecommunications equipment, radios, intercoms, CCTV, alarm systems, and visitor access control systems.
  • Conducts research, development, and directs telecommunications operations and equipment maintenance. Includes improvement planning; researching and recommending equipment improvements and modifications; preparing plans, and developing specifications; overseeing equipment installation, arranging for preventive servicing and repair.
  • Establishes and drives the technology strategy and solutions for DPS Dispatch/Security Operations Center (SOC).
  • Understands, applies and ensures the department's compliance with established professional standards, directives, approved procedures and policies, applicable federal and state regulations along with tribal ordinances and all Indian gaming related regulations.
  • Ensures positive working relationships with tribal members, tribal staff, casino and gaming management/employees, as well as with local law enforcement agencies.

  • Represents the department publicly in a courteous manner and serves as a key representative of the Department of Public Safety's services to internal customers, vendors and visiting patrons to maintain effective public and customer relations.
  • Analyzes situations promptly and accurately; quickly adopts prompt, effective and reasonable courses of action with due regard to surrounding hazards and circumstances.
  • Other responsibilities, duties, tasks and assignments that contribute to the mitigation or response to the COVID-19 public health emergency
  • Perform other duties as assigned to support the efficient operation of the department.

Supervisory Responsibilities
Directs and supervises assigned Public Safety personnel. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include planning, assigning and directing work; instructing, guiding, checking and evaluating work; arranging for or engaging in employee training and development; enforcing rules and regulations, standards of conduct, work attendance, and safe work practices; recommending staffing and employee status changes; interviewing applicants and recommending selection. Also responsible for appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education/Experience/Qualifications
  • Bachelor's Degree from an accredited institution is preferred; a degree in Security Management, Administration of Justice, Public Administration, or Organizational Leadership is required.
  • A minimum of five (5) years of experience within a Dispatch environment comparably in size to the organization is required.
  • Five (5) years recent relevant supervisory experience in a related discipline is required.
  • Experience with a law enforcement or corporate security organization is preferred.
  • Experience managing or implementing the Central Square Enterprise CAD system a plus.
  • Experience managing or implementing the Central Square Enterprise RMS system a plus.
  • Project Management experience a plus.
  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
  • Must be able to read, speak, and write intelligently in the English language. Bilingual abilities are a plus.
  • Must have documented, verifiable experience in drafting policies and procedures for an organization of comparable size to the San Manuel Department of Public Safety.
  • Must have experience with developing, implementing and overseeing SOC standard operating procedures used to guide daily activities of the Operations Center.
  • Knowledge of the design of modern dispatch centers; operation of Motorola radio communications systems, alarms systems, response to alarms, CCTV systems, and access control systems is highly desired.
  • Knowledge of gaming, Indian gaming, and casino-related operations, including related vicarious civil and legal liabilities relevant to dispatching public safety personnel, equipment, and resources in a Public Law 83-280 state is highly desired.
  • Must remain calm under stressful conditions, exercise reasonable judgment, and make sound decisions especially during emergency situations.
  • Must have an operational knowledge of the National Incident Management System (NIMS) and Incident Command functions and should either have, or be able to complete, required NIMS training.
  • Must have the ability to take over the operational function of a dispatch station during normal operations and times of crisis.
  • Must possess knowledge of basic communications commission rules and regulations governing the operation of radio and telephone transmitting and receiving systems.
  • Must have knowledge of standard radio broadcasting and dispatch procedures and policies.
  • Must have a working knowledge of basic criminal and civil law.
  • Knowledge of leadership and management principles and methods related to administration, resource and records management, compliance measures, operational command structures, and equivalent executive and senior executive positions.
  • Knowledge of the security industry and developed relationships with a variety of security professionals is highly desired.
  • Must have the ability to accurately type at a speed of 35 words per minute.
  • Must take and pass a drug-screening test and psychological examination approved by the Human Resources Department.

Certificates/Licenses/Registrations
  • At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license.
  • A qualified candidate/employee must have a valid driver's license with an acceptable driving record as determined by the company's insurance carrier.
  • Requires a California Peace Officer Standards & Training (POST) Dispatch Certificate; certification from any recognized law enforcement agency dispatch organization, including local, state, federal, and military communications certificates will also be considered.
