Essential Functions
Job Summary
To provide management and development to a team of uniformed Public Safety Officers & PSO Supervisors (non-sworn positions that works in the capacity of a security guards). Security Managers are tasked with overseeing all field operations of uniformed Public Safety Officers, committed to providing consistent, high quality, and professional service. Security Managers will be responsible to lead, mentor, coach, and supervise all personnel under their assignment. Security Managers must understand the expectations of community stakeholders and build relationships based on trust and responsiveness. Security managers will assist in developing or improving operational guidelines in an ongoing drive for excellence. The Security Manager will promote high morale and PSO retention; identify and develop potential leaders; and ensure that all operations are in full compliance with department standards, General Orders, and all applicable laws and regulations. Security Managers will identify and report on potential gaps in security operations and infrastructure, making recommendations for improvement thereon. Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act).
Core Responsibilities
- Oversees all uniformed security field operations for community at all UTSA campuses. Manages the PSO Supervisors and overall work activities of the Public Safety Officers to ensure compliance with policies and procedures to ensure the needs of the department and campus community are met.
- Develops, maintains, and implements all uniformed security policies and procedures. Makes recommendations for changes and improvements to existing standards, policies, and procedures.
- Reviews, develops, and maintains the security field training program including the new hire training program, professional training, regularly scheduled PSO Supervisor and Public Safety Officer meetings, and in-service training opportunities.
- Manages and reviews the Public Safety Officers' daily activities, incident reports, and guard tour program. Coordinates security response protocols with UTSA Police. Follows up with and conducts investigations regarding citizen complaints on assigned PSO staff.
- Coordinates with Public Safety Event Managers to coordinate coverage needed by PSOs.
- Supports staffing levels for all shifts and/or events, when necessary.
- Oversees the security operations plans and coordinates with UTSA Police for tactical operation planning. Responds to campus during emergency events. Assists in planning security coverage for special events.
- Assists the UTSA Police hiring manager with the hiring of uniformed Public Safety Officers by conducting interviews, background investigations, and selection process.
- Performs other duties as assigned.
Required Qualifications
- Bachelor's Degree from an Accredited University or College.
- Must be able to pass an FBI background check.
- 5 years experience with UT component as PSO (Public Safety Officer) Supervisor; or
- 7 years' experience in security or law enforcement field to include:
- Proven leadership ability, with strong skills in planning and managing the utilization of resources.
- Demonstrated ability to promote teamwork and build effective relationships.
- Established independent decision-making and problem-solving ability.
- Excellent verbal and written communication skills.
- Proficient in Microsoft Office Suite and security related technology systems.
Preferred Qualifications
- 7 years supervisory or management experience, preferably in security or law enforcement field.
- Master's Degree from an Accredited University or College.
- Certified Protection Professional (CPP).
- Physical Security Professional (PSP).

Working Conditions
Working Environment:
- Office environment 50%, Field work 50%. This person may potentially need to do fieldwork, manage and oversee events, and may need to be out with PSO's. Will need to become particularly familiar with the USTA campus and buildings. They may also need to respond to certain situations or calls for service.
- Non-uniformed position
- Requires use of computing equipment, telephone, and multi-functioning printer.
- Ability to travel to and from meetings, training sessions, or other business-related events.
- After hours and weekend work is required on an occasional basis, to include holidays.
Physical Demands:
- Sedentary work; sitting most of the time. Walking and standing are occasionally required.
- Exerts up to 25 lbs. of force occasional.
This position will be primarily located on campus. Travel and parking expenses are the employee's responsibility.
