Summary:
The Facility and Contractor Program Security Officer oversees, monitors, and reports on all security aspects of the AIT Security Program, AIT Defense Counterintelligence Security Agency (DCSA) Special Security Agreement (SSA) requirements which includes: maintaining local and corporate security policies, physical security programs, and security related activities for AIT. Serve as primary advisor to the local leadership for all site-specific physical and security compliance matters.
Duties and Responsibilities:
- Responsible for the day-to-day Security activities of implementing, overseeing, monitoring, auditing, and reporting on all security aspects of the facility’s federal compliance program that ensures 100% compliance within the scope of DoD requirements.
- Ensure implementation of the AIT SSA and classified protection compliance standards as set forth by AIT under the NISP while tailoring site-specific policies, as necessary.
- Serve as the manager for all DCSA SSA requirements, working knowledge of FOCI policy.
- Serve as primary advisor and security subject matter expert to local site leadership involving all industrial security matters. Further, acts as the primary liaison to the local DCSA Field Office on all matters pertaining to the Title 32 Combined Federal Regulation (CFR), Part 117 involving the proper safeguarding and handling of classified/controlled unclassified information (CUI).
- Develops and maintains compliance standard procedures supporting customer, and DoD requirements that include: Standard Operating Procedures (SOPs),
- Standard Practices and Procedures (SPPs), Operational Security (OPSEC), Emergency Action Plans (EAPs) and Risk Analysis Investigations specific to the facility.
- Establish and maintain effective security awareness training including, as required: Annual Security Briefings, Counterintelligence, Espionage, Insider Threat, Courier, NATO, debriefings, indoctrinations, pre/post-foreign travel briefings, and all other mandated briefings.
- Safeguard and assure accountability of all classified materials in accordance with DoD 5205.07, and NISPOM requirements.
- Conduct periodic self-inspections to ensure security program compliance; accurately reports security posture to site leadership groups, and corporate leadership.
- Oversee badging of employees, visitors, consultants, and government representatives to ensure compliance with AIT policy.
- Assist the ISSM with RMF information system accreditation, audits, and certifications as required.
- Manage visit requests including DoD Common Access Card (CAC) and Cleared personnel visit requests utilizing DISS. Process and manage personnel security clearances using DISS and assist new applicants with the e-QIP process. Conduct annual clearance justifications and advise leadership when an employee does not meet clearance requirements.
- Obtain access to and keep information current on required government websites to include: DISS, NISS, SWFT, eMASS.
- Manage the Operational Security (OPSEC) requirements for all government sensitive programs and ensure personnel cleared on those programs receive initial and refresher training.
- Perform other duties as assigned.
Education and Work Experience:
- Bachelor’s degree with a minimum of two years Facility Security Officer related experience or minimum of four years without a bachelors degree.
- Working knowledge of National Industrial Security Program Operations Manual (NISPOM).
- Completion of the CDSE Facility Security Officer for Possessing Facilities course.
- Completion of additional Department of Defense (DoD) and Federal Government courses related to security (CDSE STEPP courses) is desired.
- Prior experience managing multiple government customers is desired.
- Prior experience with a FOCI company is desired.
- Prior experience with COMSEC is desired.
- Security +, A+, Network +, ISP and/or CISSP Certifications is desired.
Work Authorization/Security Clearance Requirements:
- Must be a United States Citizen and have a current active ‘Secret’ Security Clearance.

- Able to develop and execute security policy, plans, and procedures.
- Effectively communicate with peers, customers, and senior leadership.
- Familiar with foreign owned controlling interest (FOCI) mitigation processes and procedures under DCSA cognizance.
- Analytical ability to understand and interpret government and company security policies and procedures (i.e., DoD Manual 5205.07, Vols I-IV, ICD 704, 705, JAFAN, JSIG, and RMF).
- Direct or indirect involvement working as a compartmented and/or Contractor Program Security Officer.
- Knowledge of current CUI (ITAR/EAR) regulations and protections is required perform independently, or with a group involving security projects designed to enhance the security posture of AIT.
- Thorough knowledge of U.S. Government security polices and directives that include: Intelligence Community Directives (ICDs) 704/705, and Department of Defense (DoD) 5205.07 Special Access Program (SAP) Manuals 1-4.
