Agency Description

The mission of the Department of Revenue is to collect tax and non-tax revenue due to the City and tax revenue due to the School District of Philadelphia while providing service to customers that is fair and efficient and ensuring that the City provides services that the residents can see, touch, and feel. The Department’s collections enable the Administration to invest in the Mayor’s strategic priorities, including housing, education, and making Philadelphia the safest, cleanest, and greenest big city in the nation with economic opportunity for everyone.

Job Description

Position Summary:

The Tax SystemSecurity Administrator is primarily responsible for generating and analyzing user security reports and collecting documentation supporting internal and external audit requests. This role will also assist with other routine security-related activities, such as provisioning user access. The Tax Security Administrator will support initiatives recommending policy, protocol, and process improvements that enhance the department’s security practices. Ideal candidates will be open to learning about PRISM and broad aspects of the Department of Revenue’s tax process. The successful candidate will join a well-established team working to support stakeholders within the Department of Revenue, other City agencies, and City of Philadelphia residents at large.

Essential Functions:

Core Job Responsibilities

o Security Administrators work closely with FAST to analyze requests and create and maintain security roles, functions, and groups for PRISM users.

o Add new users and update profiles of existing users

o Participate in testing of security roles

o Work closely with developers when configuration changes are needed

o Review Security reports and take appropriate action

o Review security reports for data purification

o Track FTI access

o Contact person for security audits (IRS or controller)

Additional job responsibilities

o Administer security for approximately 900 user accounts in multiple environments of the Department of Revenue integrated Tax System

o Manage daily user access requests and other inquiries via email and ticketing application in support of Revenue, City, and Revenue vendor operations

o Design, document, and iteratively improve security processes and procedures; communicate and reinforce security policies, procedures, and protocols with users; receive executive buy-in from leadership on security governance proposals impacting all user groups

o Apply system knowledge and utilize security tools in PRISM to research current user access and discern security issues versus training issues; adjust security permissions for user roles with upper management approval based on changing work responsibilities or business process changes; facilitate design sessions to overhaul access for existing security roles or create brand new roles

o Drive organizational change by meeting with department stakeholders to develop workflows, improve coordination, and streamline user access and security maintenance processes

o Recommend, generate, and monitor security disclosure reports to evaluate user activity and mitigate unauthorized access attempts

o Investigate reports of compromised accounts and suspicious user activity by collecting and analyzing user activity data; submit documentation to the requestor

o Comply with internal and external audit requests from OIT, the Controller’s Office, and IRS; update or develop new protocols and process improvements in response to security recommendations and best practices

o Troubleshoot user log-in issues; refer users to OIT Support Team for issues outside the domain of PRISM security

Qualifications

  • High school Diploma or Equivalent
  • At least three years of administrative and clerical experience required.
  • Background in tax administration, finance, or public service is preferred but not required.
  • Familiarity with SQL is preferred but not required.

Salary Range: $53,000-$63,000
