Job description

Position Objective: Provide services as a Scientific Policy Analyst in support of the overall functions of the National Institute on Minority Health and Health Disparities (NIMHD) within the National Institutes of Health (NIH). Under this task order, the contractor will independently provide support services to satisfy the overall operational objectives of the National Institute on Minority Health and Health Disparities. The primary objective is to provide services and deliverables through performance of support services.

Duties and Responsibilities:

  • Collaborate with the Office of Science Policy, Planning, Evaluation and Reporting (OSPPER) and other NIMHD staff on Strategic planning, implementation and monitoring, scientific reporting, and policy development.

  • Contribute to scientific activities for assessing minority health and health disparities research, including coding NIMHD's funding research, and reviewing and coding biomedical and behavioral interventions for inclusion in a publicly accessed database.

  • Collaborate with staff to provide information to staff in the scientific community in all scientific, policy and regulatory aspects of the program policy.

  • Provide scientific, analytical and/or policy support, assistance and coordination to senior leadership and program staff related to a broad range of institute activities.

  • Perform concept development management for planning; perform policy development.

  • Analyze input from stakeholders related to the research portfolio and synthesizing those responses for the Institute’s senior leadership.

  • Participate in planning meetings too advise staff on the standard operating procedure methodology to be used in planning, implementation, operations and evaluation of these reviews.

  • Synthesize information, write and edit scientific documents and prepare PowerPoint presentations for multiple audiences to include scientists, policymakers, and the lay public.

  • Develop cross-Institute collaborations to support initiatives in research program; develop support for research funding and educational initiatives.

  • Analyze input from stakeholders related to the research portfolio and synthesizing those responses for the Institute’s senior leadership.

  • Coordinate the work to be carried out by junior staff, including clear and precise outline of goal/ objective and expectations.

  • Plan, organize and participate in technical meetings and consultations that convene diverse groups to discuss key issues, identify research gaps and priorities, and articulate research agendas around particular research topics.

  • Synthesize outcomes and next steps; prepare for publication. Attend meetings; present results, and findings to staff for discussion

  • Contribute to scientific activities for assessing minority health and health disparities research, including coding NIMHD’s funded research, and reviewing and coding biomedical and behavioral interventions for inclusion in a publicly accessed database. 2

  • Synthesize information, write and edit scientific documents and prepare PowerPoint presentations for multiple audiences to include scientists, policymakers, and the lay public.. 3

  • Write scientific narratives in response to congressional questions and requested reports, policy analysis and concept development management.

  • Work products and documents related to collaborating with staff on strategic planning, scientific reporting; write and edit scientific documents; paraphrase scientific submissions for lay reporting. - Ad-Hoc

  • Work products and documents related to performing concept development management for planning; perform policy development; review and code interventions for the interventions portal; verify code for the NIMHD portfolio. - Ad-Hoc

  • Work products and documents related to writing scientific narratives in response to congressional questions and requested reports, policy analysis and concept development management. - Ad-Hoc

  • Work products and documents related to preparing PowerPoint presentations; create, update and maintain spreadsheets for tracking reporting; attend meetings; present results and findings to staff for discussion. - Ad-Hoc

  • Works Collaboratively with NIMHD Staff in completing Administrative Actions - Daily

    Basic Qualifications:

  • Ph.D. in public health, population health, public policy, public administration, or a related discipline.

  • Skilled in Adobe Acrobat and SharePoint.

  • Experience using NIH data systems (e.g., QVR, iSearch) to conduct data analyses for identifying funding patterns, scientific gaps and opportunities, and program evaluations.

  • Knowledge of minority health and health disparities.

    Minimum Qualifications:

  • Ability to multi-task and pay close attention to detail.

  • Excellent analytical, organizational and time management skills.

  • Strong communication skills, both oral and written.
