Integrated Systems Solutions, Inc. Bringing a fresh approach to federal requirements, our highly experienced ISS team is creating a collaborative evolution of new ideas and problem- solving methodologies for the most challenging world-wide mission requirements.
As one of the National Oceanic and Atmospheric Administration (NOAA)'s top contractors, ISS is seeking a Legislative & Policy Analystto support National Ocean Service (NOS) office.
Where you will be: This role is onsite in Silver Spring, MD. However, due to the pandemic, the division is currently hybrid 2-3 times a week.
What you will do:

  • Use your advanced writing and editing skills to draft and analyze policy statements, reports, legislation, outreach strategies, and procedure documents.
  • Review, organize, and track complex legislation, regulations, and policies, congressional happenings pertaining to:
    • Coastal Resilience, Coastal Ocean Science, Response and Restoration, Ocean Observations, Ocean Mapping, and Ocean Conservation.
  • Build relationships and serve as a contributing member or be support on internal and external teams.
  • Provides staff support to senior executives, including drafting of presentations and speeches.
  • Leads briefings to internal and external policy leaders and organizations.
  • Provides support as the executive secretariat or support staff for cross-agency teams or councils, including developing agendas and proposals, communicating to members, drafting meeting summaries.
  • Responds to requests from external organizations and from internal NOAA Offices : (1) Program Coordination, Legislative Affairs, & Policy, (2) Congress, (3) the Department of Commerce, (4) the White House, (5) OMB, and (6) other offices as necessary.
  • Track and prioritize multiple concurrent tasks often on short deadlines; highly motivated and able to work independently.

What you bring:
  • Bachelor's degree, preferably in the Ocean, Marine, or Environmental Sciences.
  • Two (2) years of relevant experience supporting senior leadership.
  • Advanced writing and editing skills.
  • Experience in relationship building with internal and external stakeholders.
  • Strong written and oral communication skills.
  • Strong organizational and record-keeping skills
  • Ability to prioritize multiple concurrent tasks.
  • A self-starter, team oriented
  • A strong interest and background in promoting ocean and coastal stewardship.
  • Bonus points: You are familiar with NOAA and/or NOS.

The admin stuff: You must be a US Citizen and be able to pass a Public Trust investigation from the U.S. government.
In accordance with President Biden's Executive Order 14042, you must be able to meet all health requirements, including but not limited to, current and future vaccination requirements to infectious diseases such as COVID-19. The Executive Order requires that all federal contractor employees be fully vaccinated by January 18, 2022. ISS requires proof of vaccination.
