NOAA’s National Center for Environmental Information (NCEI) is seeking to provide cost-efficient and effective Data Stewardship services in support of it’s mission. Perspective Science Data Stewardship Program Managers will be responsible for managing and overseeing operational activities in support of our customers’ Data Stewardship Program that supports scientific research activities across the customer’s organization. This Program Manager ensures that data are managed according to established guidelines, policies, and regulations, and that data are properly stored, preserved, and accessible to users in accordance with the Open Archival Information System (OAIS) Reference Model Archive (Consultative Committee for Space Data Systems, 2012 and ISO 14721). The Program Manager also coordinates with various stakeholders to ensure that data are collected and managed in a way that supports scientific research and promotes transparency, reproducibility, and open science, including the organizations four key branches to support Data Operations, Archive, Software Engineering, and Data Access. The Data Operations Branch has a focus on ingest and on monitoring routine flows of data into the archive from data producers and throughout the customer organization. The Archive Branch focuses on the OAIS functional entity areas of Data Management, Archival Storage, Preservation Planning, and Administration. The Access Branch focuses on OAIS Access and interactions with data consumers. The Software Engineering Branch enables effective product and process development, and it promotes customer value-added products and services to operations.
Key Responsibilities:
+ Develop and implement a Data Stewardship Program that supports scientific research activities across the organization.
+ Establish and maintain data management policies, guidelines, and procedures that ensure compliance with regulations and promote good Data Stewardship practices.
+ Develop and maintain data management plans that outline the data management requirements for research projects.
+ Oversee the collection, storage, preservation, and dissemination of scientific data, including ensuring that data are properly documented and metadata are created.
+ Ensure that data are properly secured, including protecting sensitive or confidential data from unauthorized access.
+ Work with researchers and other stakeholders to identify their data management needs and develop solutions to meet those needs.
+ Train and educate researchers and other stakeholders on data management best practices, including proper data documentation, storage, and sharing.
+ Collaborate with IT and other stakeholders to ensure that data management systems and infrastructure are properly designed and maintained to support scientific research activities.
+ Coordinate with other organizations and institutions to promote the adoption of data management best practices and standards.
Qualifications:
+ Bachelor's or Master's degree in a science-related field, data science, library science, or a related field.
+ Experience in data management, including the development and implementation of data management policies and procedures.
+ Familiarity with scientific research practices, data sharing policies, and open science initiatives.
+ Excellent organizational and project management skills, including the ability to prioritize and manage multiple projects simultaneously.
+ Strong interpersonal and communication skills, including the ability to work collaboratively with researchers, IT professionals, and other stakeholders.
+ Knowledge of relevant regulations and policies related to data management, such as OAIS, GDPR, HIPAA, and NIH data sharing policies.
+ Familiarity with data management systems and infrastructure, including data repositories, data curation tools, and metadata standards.
+ Experience in training and educating researchers on data management best practices.
+ Ability to work independently and take initiative to develop and implement data management solutions.
+ Attention to detail and a commitment to high-quality data management practices.
Desired:
+ Experience with Agile life cycle process .
+ Basic understanding of DevOps methodology and continuous integration & continuous delivery (CI/CD) concepts and practices
