Job Summary
This position is located within the Marine Corps Base Child & Youth Program at Quantico Marine Corps Base, Virginia. The purpose of the School Age Care (SAC) and Family Child Care (FCC) Director position is twofold: (1) Oversee the SAC program and (2) oversee a developmentally appropriate home-based early childhood and SCHOOL AGE program for children of eligible patrons. Administration includes the direction and operation of a School Age Care (SAC) program and/or a Youth Program (YP). A variety of services are provided in accordance with demand and availability of funding to include programs for SCHOOL AGE children through 12 years such as before and after school programs, summer and vacation camp, sports and fitness activities, and special events. Activities include teen programming where YP is implemented. Activities are responsive to the developmental, recreational, social, psychological, and cultural needs of children. FCC oversight is to administer a caseload of up to 15 in process and/or certified FCC Providers and to ensure developmentally appropriate early childhood and SCHOOL AGE programs are delivered. A variety of services are provided by FCC providers including full-time child development programs for infants, pretoddlers, toddlers, preschool, and school-age children as well as emergency, respite, hourly, infant and toddler, special needs, extended hours, and overnight care. Services provided by the FCC program include developmental assessments, extensive FCC provider training, FCC inspections and home visits, and parent education programs.

Major Duties
  • MAJOR DUTIES AND RESPONSIBILITY : Major duties and responsibilities of the SAC and FCC Director includes development and implementation of developmentally appropriate programs, budgeting and financial management, personnel management, program operations, compliance, among other tasks.
  • PROGRAM MANAGEMENT : Applies professional knowledge of child and youth development to create and provide oversight of a SAC and FCC program. Implements a developmentally appropriate program that promotes the social, emotional, physical, and cognitive growth of children. Provides program oversight and accountability for the performance of employees and the safety of children in accordance with Department of Defense (DoD), United States Marine Corp (USMC), and local policies and standards. Develops, implements, follows up on corrective actions for identified deficiencies, and prepares applicable responses and reports. Maintains liaison with local institutions and community organizations to stay abreast of trends and changes in the community and to provide additional opportunities for families and children to participate in programs not offered on the base or that compliment base programs. Interacts professionally with employees, providers, parents, volunteers and installation command personnel. Participates actively and positively in managing and resolving issues with parents, employees, and providers.
  • BUDGETING AND FINANCIAL MANAGEMENT : Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment. Oversees the collection, accurate accounting and reporting of funds received from patrons. Implements policies and procedures regarding FCC fees and contracts with parents. Ensures compliance with all regulations governing the use of appropriated and non appropriated funds. Adheres to authorized methods of acquisition.
  • PERSONNEL MANAGEMENT : Responsible for the supervision of employees, volunteers, and oversight of providers. The types and number of employees supervised by this position will vary based on the size of the program and actual program requirements. Supervises employees to include assigning and distributing work, coaching, counseling, and mentoring employees; approving and disproving leave, recommending and completing personnel actions, completing performance reviews and approving timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol and substance abuse and take appropriate action. Supervisory responsibilities include, but not limited to, supervision of the Assistant Director, Program Leaders, Program Assistants, Office Automation Clerk(s), and Custodian(s). Ensures all employees follow safety, health, nutrition, and risk management policies and procedures. Oversees the development of a staffing schedule in accordance with established ratios and group sizes and coordinates use of employees who work across Child and Youth programs with other CYP Directors. Monitors schedule to ensure that over-staffing is avoided. Selects and maintains a resource lending library of appropriate equipment, materials, and supplies for use by FCC providers. Ensures training meets the specific needs of the FCC program and providers.
  • PROGRAM OPERATIONS : Provides input into the development of CYP standard operating procedures (SOPs) as required for the efficient operation and management of facility and programs. Ensures implementation of these SOPs. Works collaboratively with other CYP Directors to establish and implement a Parent Board (PB) that includes parents and representatives from the Child Development Center (CDC), FCC, SAC, and YP (as applicable to each installation). Maintains an active program of parental involvement to include a PB, parent education opportunities, and activities that provide parents with opportunities to participate. Ensures that available program spaces are fully utilized. Works collaboratively with the person responsible for maintaining the wait list to ensure vacancies are filled quickly.
  • COMPLIANCE: Ensures compliance with the standards and criteria developed by the DoD and USMC. Takes action to obtain and retain DoD certification and national accreditation. Takes action to implement recommendations or correct deficiencies resulting from inspections or accreditation visits. Prepares responses to inspection reports. Ensures the development and provision of programs related to the core program areas of character and leadership development, education support and career development, health and life skills, sports and the arts.

Qualifications
MINIMUM QUALIFICATIONS:
(1) A bachelor's degree in child or youth development, youth recreation, physical education, elementary education, secondary education, psychology, social work, or other degree appropriate to the position from an accredited college AND 3 years of full-time experience working with children and/or youth.
OR
(2) A combination of education and experience (e.g. courses equivalent to a major in a field (24 higher level semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 4 years of full-time experience working with children and/or youth. Must be able to obtain and maintain TIER-1 Child Care (CNACI) background checks, which are required for positions that involve working with children under 18 years of age. Must pass a pre-employment physical and annual physicals thereafter, provide evidence of immunization and be free from communicable disease. Must complete DoD training requirements, annual ongoing training, and required certifications, if any. Must maintain CPR and First Aid certifications.
NOTE: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability, and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations.
