The Department of General Services is seeking a Scheduling Program Manager with experience in managing a team, with a background in scheduling for a Design and Construction enterprise. In joining our team, you will have the opportunity to support a variety of renovation and new Construction Projects at the Commonwealth's Capital Complex, universities, hospitals, museums, correctional institutions, national guard readiness centers, state police, parks, and forests throughout Pennsylvania. As the Scheduling Program Manager, you will be responsible for the leadership and performance of the capital project time management program. This program will implement and administer scheduling services during all phases of capital programs, during planning and pre-design development through design, construction, and post-construction services.
The Scheduling Program Manager is a key contributor to DGS Capital Program's pursuit of quality by providing a focus on operational excellence, nurturing a human centered environment, and adopting continuous improvement thinking, practices, and tools to create an exceptional customer experience.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework). You would be required to come to Harrisburg at least twice per month. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary:In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Six years of professional building design, construction administration, or construction management experience for renovations and new construction for commercial, institutional, or educational buildings, and a bachelor's degree in engineering, architecture, construction management, construction science, or a closely related field; or
  • An equivalent combination of experience and training.

Necessary Special Requirements:

  • This position requires possession of a valid license as a Professional Engineer, Registered Architect, Professional Land Surveyor, or Professional Geologist by the Commonwealth of Pennsylvania or a reciprocal jurisdiction; or possession of valid professional level certification issued by a nationally recognized and accredited professional certification program in Master Level of Certified Hazardous Materials Manager (CHMM) or Certified Industrial Hygienist (CIH).
  • This position requires an active Pennsylvania non-commercial Class C driver's license or equivalent.

  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Experience facilitating meetings, resolving conflict, and promoting collaboration on a project team.
  • Professional Engineer or Registered Architect licensure from the Commonwealth of Pennsylvania or a reciprocal jurisdiction.
  • Proven management experience with collaboration and conflict resolution skills.
  • Outstanding communication, facilitation and influencing skills with the ability to interface across service functional areas at all levels of Commonwealth agencies.
  • Ability to collaborate and partner with various leadership and subject matter experts.
  • Excellent listening, interpersonal, written and presentation skills.
  • Advanced experience using Microsoft® Office products, including Word, Excel, PowerPoint, Outlook, and Project.
  • Experience as a subject matter expert in project scheduling processes including in-depth understanding of pertinent industry standards and expert level experience with common scheduling software.
  • Experience leading business process improvement with a strong focus on customer service.
