MINIMUM REQUIREMENTS:
A high school diploma and three (3) years of professional work experience.
A bachelor's degree or higher from an accredited college or university and two (2) years of professional work experience.
Requires possession of a valid Class E driver license.

ADDITIONAL REQUIREMENTS:
Employees appointed to positions involved in food establishment inspections under authority of Chapter 500, Florida Statutes, must pass and maintain the Food and Drug Administration Standardization Program and/or Manufactured Food Certification, and Laws and Rules and Certified Food Manager certifications, as required, as implemented by the Department of Agriculture and Consumer Services within 12 months of appointment and/or before attaining permanent status in the class.
This position has regulatory responsibilities and is subject to the provisions s.112.313, F.S., and Section 60L - 36.003, Florida Career Service Rules and Regulations.
This position has vendor invoice/warrant processing responsibilities in accordance with s 215.422, F.S.
Occasional travel required.

JOB DUTIES:
Supervises and reviews on-the-job performance by specialists to insure competency in program areas and provides technical assistance, instruction, training and support as may be necessary. Assigns and oversees regulatory inspections of food establishments. Corollary responsibilities include the monitoring of inspection reports, vouchers and other documents for accuracy, timeliness, and assurance that inspections and related duties are conducted in a professional manner. Reviews work volume and performance with assigned individuals and provides counseling in program areas deemed deficient. If circumstances so indicate, supervisor will initiate appropriate disciplinary procedures in accordance with department policies and procedures. Responsible for attending supervisor meetings, training sessions, and courses designated by the bureau. Some tasks will require evening, weekend and/or holiday activity, including overnight and/or extended travel.
Provides support to the State Hemp Program. Maintains ongoing awareness of regulatory, SANITATION AND food quality issues related to food establishments and oversees district level inspection program for compliance with safety and sanitation regulations and other assigned departmental regulations. Monitors and follows up on establishments that are not in compliance with department rules and regulations, including regulatory, SANITATION AND permit requirements. Coordinates usage and provides instruction to Inspectors on the current electronic database system. Uses on-line, electronic applications and other procedures to review performance and monitor data for establishments and inspection activity in area of supervision. Maintains knowledge of state and federal food standards regulations. Investigates reports of foodborne illnesses, environmental sanitation complaints, and other consumer complaints related to areas of responsibility. Confers with and educates the public, food establishment owners and others concerning safety, labeling, and proper representation of regulated food products. Coordinates with bureau unit to accomplish Hazard Analysis and Critical Control Point (HACCP) inspections.
Responsible for reports, travel and voucher approvals, correspondence and other administrative duties associated with this position and special tasks. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures. Performs other related duties as may be assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Theory and applied knowledge in biological, chemical, physical and environmental factors affecting food safety and related control measures.
  • Complete working knowledge of the current electronic database system.
  • Ability to evaluate food establishment structures, environment, equipment, methods and controls for compliance with regulatory and sanitation requirements.
  • Knowledge in specialized food processing including, but not limited to, reduced oxygen packaging and related control measures and the application and factors of food safety HACCP plans.
  • Skilled in documenting SANITATION AND regulatory discrepancies and advising management in corrective action.
  • Knowledge of proficiencies in examining and testing foods for compliance including test-kit and/or equipment usage.
  • Working knowledge of statutes and rules establishing food requirements.
  • Ability to exercise professional judgment and manner while conducting inspections and in instituting appropriate enforcement actions.
  • Skilled in accuracy and timeliness in preparing reports.
  • Ability to lift and carry 50 pounds.
  • Knowledge of personal computer hardware and software resources.
  • Skill in the use of personal computers.
  • Ability to troubleshoot and resolve basic personal computer hardware/software operation problems.
  • Ability to train and instruct others utilizing sound communication skills.
  • Ability to supervise and evaluate employees following policies and procedures set forth by the bureau.
  • Ability to prepare, organize, review and submit reports and projects in a timely manner.
