  • This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).

  • New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Position

The Colorado Department of Transportation (CDOT) is looking for a Safety Specialist IV to join our Office of Transportation Safety (OTS), located in the Denver Metro area. You will provide expertise and guidance regarding the development and implementation of OSHA construction safety training for all CDOT's employees. OTS relies on this position to increase visibility, presence, comprehension, and proper use of Excellence in Safety products and other Headquarters-developed, statewide safety initiatives. You will assist with gathering data, recommending programs, developing and delivering training, as well as providing oversight and consultation for applicable stakeholders and implement new products and programs based on organizational needs.


Your duties and responsibilities will include, but are not limited to, the following:

  • Work directly with Regional Safety Officers to identify compliance needs and develop training for our employee population in areas such as confined space entry, fall protection, and other related areas of safety compliance.

  • Work with stakeholders to develop and deliver protocols, products and training targeting CDOT engineering staff responsible for reviewing contractor Safety Management Plans and inspecting CDOT project sites.

  • Read, comprehend, and recommend revisions to submitted safety plans for compliance with current OSHA 1910/1926 standards.

  • Manage, review incidents, and provide summary reports.

  • Perform field assessments in work zones and other work environments to determine safety needs and whether existing safety programs and products provide value.

  • Provide remote and on-site professional advice and recommendations concerning compliance with safety related CDOT policy/procedures, applicable laws, codes, regulations, specifications, standards, and industry best practices.

  • Function as an occupational safety subject-matter expert resource. Research and give advice in response to specific requests and from data gathered from incident reports, safety trends, and industry standards.

  • Use organizational leading and lagging indicators, employee feedback, industry best practices, and field assessments to identify opportunities for improvement in safety services aligned with department goals.

  • Be available and highly mobile to create a personal venue for employee feedback and evaluate performance to improve QA/QC of current and future safety products.

  • Train employees on proper safety procedures, PPE use, ergonomics, tool use and safe driving behaviors.

  • Support CDOT employees in a safety capacity during emergencies or when assigned by CDOT management. Serve as a member of the Headquarters Region 1 Emergency Response Team.

  • Ensure new and existing safety programs are meeting the needs of the organization's internal stakeholders.

  • Perform regular audits by way of employee evaluations, feedback forms, employee interaction and analysis of leading and lagging data from CDOT databases.

  • Attend statewide and regional meetings and provide relevant information on safety programs and initiatives.

  • Other job duties as assigned.


Work Environment:

  • Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday with the opportunity for a flexible schedule
  • Opportunity to work from home 1-2 days a week
  • Approximately 40% spent in the field, 60% spent in the office
  • Travel required during work hours throughout Metro Denver/Front Range
  • Occasional overnight travel 1-3 times a year throughout Colorado
  • Required to operate CDOT vehicles
  • Required to work in proximity to heavy traffic, in all weather conditions, and on variable terrain

Minimum Qualifications

  • 7 years of full-time professional work experience in a field related to the Major Job Duties with 3 of those years primarily focused on occupational safety and health, or in OSHA Construction Safety (examples include, trenching and shoring, confined space entry, etc.).

OR

  • A bachelor's degree from an accredited college or university in Occupational Safety, Safety Engineering, or a closely related field

  • AND 3 years of full-time professional work experience primarily focused on occupational safety and health, or in OSHA Construction Safety (examples include, trenching and shoring, confined space entry, etc.).

OR

  • A master's degree degree from an accredited college or university in Occupational Safety, Safety Engineering, or a closely related field

  • AND one year of full-time professional work experience primarily focused on occupational safety and health, or in OSHA Construction Safety (examples include, trenching and shoring, confined space entry, etc.).

OR

  • A doctorate degree from an accredited college or university in Occupational Safety, Safety Engineering, or a closely related field.

Examples of OSHA Safety experience: conducting safety audits; interpreting and applying OSHA regulations and standards (29 CFR 1910 and 1926); developing and providing OSHA safety training; analyzing non-compliance situations, violations, or hazards; actively working with all levels in an organization to prevent injuries, illnesses, and deaths in the workplace; reviewing and action upon safety complaints.

Preferred Qualifications

Theexceptional applicantwill possess the proven ability or accomplishment in the following:

  • Demonstrated success with the duties listed in the Description of the Job section.

  • Years of State service experience related to the duties of this position.

  • Highest work/personal ethics and integrity.

  • Knowledge and experience with OSHA Construction regulations (CFR 1910/1926) and general understanding of loss control and risk management concepts, safety plan review, and worker's compensation law.

  • Experience in health and safety-related issues in the construction industry is preferred but not necessary.

  • Possess a bachelor's or master's degree in Occupational Safety, Safety Engineering, or a closely related degree.

  • Possess a Certified Safety Professional certification by the American Board of Safety.

  • Leadership and vision across multidisciplinary groups.

  • Ability to work under tight deadlines and be adaptable to changing assignments.

  • Ability to take initiative to solve problems in an innovative manner.

  • Ability to work with a variety of stakeholders with sensitivity to their needs, priorities, promises made and commitments.

  • Effective interpersonal and relationship-building skills.

  • Strong time and project management skills, including prioritization and multi-tasking ability.

  • Excellent reasoning, investigative, analytical, and problem-solving ability.

  • Excellent facilitation, presentation, and communication skills, both written and oral.

  • Strong attention to technical detail and accuracy.

  • Passion for safety.

  • Ability to work effectively in both independent and team situations.

  • Fluency in MSWord, MS Excel, Gmail and Google Applications, SAP, and the ability to quickly learn other software systems.
