Douglas County Libraries is hiring for a Safety and Security Manager who will develop, manage, and monitor an ongoing safety and security program for the Library. In this highly collaborative role, you'll be the first point of contact for threat assessment and risk analysis, emergency preparedness and response, and facility security. You'll work with existing safety and security procedures to create a complete program, elevate the library's safety and security, and embed it into daily practices. You'll also be responsible for educating and training staff to confidently handle safety and security through a customer-centric approach, while working with leadership and cross-departmental teams to achieve goals. Essential Duties and Responsibilities:
Safety & Security Operations (70%):

  • Designs, communicates, implements, and manages DCL's Safety and Security program. Devises methods to evaluate this program and directs evaluations.
  • Collaborates with leadership to develop internal safety and security protocols and procedures that promote maintenance of safe and healthy working conditions and are based on industry best practices.
  • Leads facility inspections and safety audits to detect potential or existing hazards and recommends corrective actions. Manages, plans and implements employee health and safety programs that promote safety awareness and minimize or eliminate occupational injuries.
  • Directs and coordinates with library leadership to maintain optimum use of equipment, facilities, and personnel. Inspects and maintains safety and security equipment including AED devices, fire control equipment, first aid kit inventory and checks for any irregularities. Facilitates replacements as needed.
  • Facilitates and coordinates with library staff to consistently implement DCL policies and procedures involving customer safety and security incidents. Support staff by evaluating and deescalating difficult situations using DCL's CARE model.
  • Acts as a liaison with local law enforcement and county government entities.
  • Oversees and manages the priorities and work activities of the department and department budget. Is responsible for submitting invoices as per purchasing guidelines. Recommends capital improvement and maintenance budget items as needed. Works with senior leadership to ensure that physical security measures and upgrades are considered and included in capital projects/budgets.
  • Ensures that all department process changes are documented, communicated, and rolled out to staff and customers responsibly and with a focus on how individuals, the organization, and the community are affected.

Training & Compliance (20%):
  • Collaborates with the Learning & Development Manager to draft and update safety training materials and resources. Develops and facilitates safety and security education and/or training programs for all staff that promote a culture of commitment and responsibility to safety.
  • Organizes and leads Standard Response Protocol (SRP) trainings and drills throughout the district.
  • Reviews and investigates accidents and incidents reported by DCL employees and customers. Maintains complete accident and incident records, identifies risk and works with senior leadership to develop and manage accident-prevention and loss-control programs to mitigate risk and prevent recurrences.
  • Collaborates with department leaders to ensure all safety and security programs support the cost containment programs at DCL.

Leadership (10%):
  • Engages in the DCL performance feedback system, provides frequent feedback and support to individual team members to align work and behaviors with DCL brand, values and priorities, maintains documentation in Paylocity, develops and retains high quality employees.
  • Serves as a member of the division leadership team and as a leader for DCL in order to advance library services in Douglas County.
  • Sets goals for district project(s), establishes implementation team(s) and timelines for completion?by utilizing the organization's project management process.?
  • Collaborates effectively with other managers to achieve desired outputs and outcomes for the organization.
  • Fosters a culture of innovation and continuous improvement. Promotes positive and productive workplace cultures. Maintains effective working relationships with DCL staff.
  • Participates in and supports District committees, trainings, and professional development.
  • Demonstrates strong communication, organizational, time management and strategic thinking skills. Maintains a positive growth mind-set.
  • Performs the role and responsibilities of the director in a backup or supportive role as needed.
  • Represents DCL externally as job requires.

Requirements
Experience and Qualifications:
Required
  • Bachelor's degree in public safety, health and safety, law enforcement or related field.
  • At least five years of safety/security experience.
  • CPR/First Aid/AED certification required or ability to obtain within 6 months of hire date.

Preferred
  • POST certification
  • Advanced training or certification in safety and security
  • Previous work with and/or for law enforcement entities

A combination of experience and education will be considered.
Physical Requirements: Must have a reliable method of transportation between all DCL locations. Must have the physical ability, stamina, mobility and manual dexterity to support a 7-day a week operation. Handle materials and chemicals safely. Push/pull loads with a force of up to 50 pounds, lift and carry up to 50 pounds, work in confined space and at heights up to 30 feet. Participate in meetings at various locations and at varied times throughout the day. Ability to read as small as 8pt font.
