Job Title:                                      Safety Manager

Job Classification:                       Full-time

Reports to:                                    VP of Operations  

FLSA Status:                                 Exempt

Work Schedule:   Scheduled to meet requirements in a 24 hour / 7 day a week business.  Schedule will include some nights, weekends, holidays and split shifts, including numerous phone calls at all hours of the day and/or night.



Job Summary

This position oversees the day-to-day safety operations of the Vessels, Vancouver Export Terminal employees and Longshoreman, and provides support to employees at our other terminals located throughout,Washington, Oregon, Idaho, Montana, North Dakota, and South Dakota.  Abides by federal, state, and local mandates regarding the wellbeing and safety of the grain facilities and equipment to provide a safe environment for all. 

As the Safety Manager, you will promote a culture of safety, health, and accident prevention, along with ensuring compliance with state and federal safety laws, in collaboration with the Director of the VET and the VP of Operations.  The Safety Manager will provide all safety trainings to all employees for all UGC locations.

Essential Duties and Responsibilities

  • Investigates all injuries and reports to OSHA when required to do so.
  • Responsible for the training of all in accordance with state and federal laws to ensure that they are overseeing all aspects of safety in the course of their daily duties.
  • Supports UGC sites with all customer, and OSHA required training (Site Specific, Protocol, OSHA, Forklift, Etc.).
  • Conducts daily spot checks to make sure all departments are in compliance.
  • Works with all CTO (Country Terminal Operators), Vancouver Export Terminal to ensure the UGC Safety Manual (Safety Codes) are being followed.
  • Responsible for meeting with all union locals and industry safety representatives monthly to discuss any safety concerns that may arise on any of our facilities.
  • Attends monthly meetings with all member companies and union locals to discuss serious injuries and their possible prevention.
  • Ensures equipment is operating in safe working order.
  • Conducts periodic shop safety inspections and attends regularly scheduled shop safety committee meetings where applicable.
  • Oversees and conducts in-house quarterly safety meetings.
  • Represents UGC favorably to regulatory agencies e.g., State/Federal OSHA, US Coast Guard, Local Fire Departments, and ILWU.
  • Maintains relationships and continued support to local, state, and federal agencies regarding compliance efforts as needed.
  • Works with elevator managers to ensure proper signage is in place at terminals.
  • Proactively executes and maintains all UGC Safety policies, guidelines, procedures and programs related to and in support of our safety culture, regulatory changes and new business growth.
  • Provides program technical and administrative support in areas such as design-in-safety, risk assessment, job safety analysis, investigation and resolution, development and programming of EHS systems, and integrating EHS practices into operations processes.
  • Works collectively with management to report all incidents and accident cases thru investigations and root cause analysis.
  • Manages site incident prevention program (SIPPS), Hot-work permits, Confined Space, HAZCOM, Material Safety Data Sheets (SDS’s), and other applicable safety regulations.
  • Conducts routine site audits of all Equipment, Materials, Work practices, and Procedures.
  • Develops and prepares safety work instructions, procedures and job hazard analyses (JHA’s) as needed.
  • Conducts daily audits and approval of plans and job hazard analyses (JHA’s).
  • Conducts routine inspections and evaluates the environment, equipment and processes in working areas to ensure compliance with government safety regulations and industry standards.
  • Follows On-The-Job-Injury (OJI) protocol to include full injury claims management processes from initial and on-going communications with Workers Comp carrier, injured employee, occupational medicine facility and treatment specialist i.e. physical therapy, thru to closure of claim.
  • Prepares and maintains all administrative record keeping and other administrative tasks as needed, such as EHS meetings, Reports, OSHA logs, Incident Review Board (IRB) reports and Audits.
  • Addresses and documents all Safety violations by personnel immediately.
  • Provides ongoing safety and health related training and required certifications for existing employees and new hires.
  • Reduces or eliminates occupational injuries, illnesses, deaths, and financial losses.
  • Identifies and assesses conditions which could produce accidents and financial losses and evaluating the potential extent of resulting injuries.
  • Educates team members on accident-prevention and loss-control systems and programs for incorporation into operational policies of the organization.
  • Develops and maintains relationships with outside firms and organizations such as vendors, OSHA, fire/police departments, Coast Guard, ILWU etc.
  • Assists with environmental regulation and compliance, as well as other duties as assigned.

 

Qualifications

Required Education and Experience

  • High School Diploma/GED required.  Undergraduate or graduate degree in occupational safety or a related field preferred.
  • 4-5 years of progressive and related professional health and safety experience in developing, implementing and /or managing a safety program at a multi-site organization, preferably in agriculture and/or transportation industries.
  • Knowledge of maritime safety regulatory requirements.
  • Exposure to employer union contract documents, ie. ILWU.
  • Good understanding of vessel and terminal cargo handling operations, preferred.
  • Experience working with government agencies and unionized labor force.
  • Valid driver’s license and TWIC card will be required upon hire.
  • BCSP recognized certification ofCSP.
  • Strong negotiation skills with safety professionals, regulatory and / or industry organizations.
  • 5 + years OSHA experience on a state or federal level required.
  • Workers' compensation experience preferred.
  • Available for travel to all United Grain Corp’s locations. 
  • Extensive knowledge of security protocols and emergency preparedness.
  • Extensive knowledge of company safety policies and applicable Occupational Safety and Health Administration (OSHA) standards.
  • Excellent written and verbal communication skills.
  • Calm demeanor, and strong decision-making skills, with the ability to collaborate and problem solve. 
  • Ability to conduct training to individual or groups, via classroom setting or Teams virtually.
  • Excellent organizational skills and attention to detail.
  • Proficient with Microsoft Office Suite or similar software.

Physical Demands and Requirements

  • This position can be physically strenuous from time to time. Exposure to grain dust and ability to work in this environment is required.  You will be expected to be able to work in tight and confined spaces, walk, climb, bend, kneel, lift, grip, grasp, push, and pull various tools and equipment. May be required to ride a belt lift and occasionally work at significant heights with requisite balance and equilibrium. Ability to potentially lift, push, pull up to 50 pounds and occasionally more. This job will require the ability to ascend/descend ladders.
  • Personal protective equipment, including hardhats, gloves, safety glasses, safety shoes, and   respiratory protection and ear protection are required.
  • Must be computer literate with proven ability in the use of spreadsheets, database, and word processing software applications within a Windows-based operating environment. 
  • Requires the ability to read, write, and comprehend written and oral operational and safety instructions and related rules, policies, and memo, and communicate clearly with your coworkers and supervisors.
  • Must be able to make decisions and work independently, and detail oriented.
  • Vision that permits close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. When grading grain, the ability to identify and distinguish colors is also important.
  • Ability to detect odors and the ability to understand and discern safety warning systems.
  • This is a physical job that includes both indoor and outdoor work in all types of weather/temperatures.
  • Flexible with work hours - must be prepared to receive phone calls and respond to company-related needs at irregular times.
  • While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
  • Ability to Express or exchange ideas in English by means of the spoken word to impart verbally to customers, public, and convey detailed spoken instructions to other workers accurately, loudly, or quickly.
  • Ability to work in a fast-paced and stressful environment.
