As a Safety Engineer, you will:
- Oversee all Oak Ridge Site Office (OSO) and contractor 10 CFR 851 and other safety programs.
- Act as the Subject Matter Expert (SME) in the fields of Safety Engineering and engineering design ideas.
- Stay up to date on current program changes that impact safety.
- Assess and appraise OSO and contractor programs to ascertain suitability and guarantee adherence to relevant codes, regulations, Departmental Orders, standards, guidelines, and approved Improved Risk practices.
- Determine and analyze requirements that have an influence on the program for the site office and laboratory, and provide management with advice on the steps that must be taken to fulfill both internal and external needs.

- This position has been designated as Non-Critical-Sensitive and requires a security clearance at the Tier 3. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- This position is included in the Department of Energy's Technical Qualification Program (TQP). The selectee will be required to meet specific technical qualification standards within 12 to 18 months from the date of placement in the position.
Qualifications
BASIC REQUIREMENT:
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in 5 of the 7 areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Must Submit Transcripts.
OR
B. Combination of education and experience-college level education, training, and/or technical experience that furnished (1) thorough knowledge of physical and mathematical sciences underlying professional engineering, and (2) good understanding, both theoretical and practical, of engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration-Current registration as a professional engineer by any State, District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test are eligible only for positions that are within or closely related to the specialty field of their registration. Must Submit Registration.
2. Written Test-Evidence of having successfully passed the Engineer-in-Training (EIT) exam, or written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, District of Columbia, Guam, and Puerto Rico. Must Submit EIT.
3. Specified academic courses-Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Must Submit Transcripts.
4. Related curriculum-Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Must Submit Transcripts.
In addition to the basic education requirement, candidates must also meet the following specialized experience:
SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting all of the following
- Evaluating occupational, mechanical, industrial, and construction safety surveillance programs.
- Investigating operating abnormalities regarding safety concerns to assess adequacy of contractor operations and investigations.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting all of the following
- Overseeing intricate projects and procedures that involve risky activities, such as those involving biological agents, chemical toxins, high voltage, high pressure, high temperature, and/or radioactive dangers.
- Evaluating the risks associated with a project, taking into account worker and public safety measures to ensure that the right measures are in place to protect people and property while still enabling the purpose to be accomplished.
- Providing recommendations concerning safety-related changes to projects, operating plans, procedures, and policies.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
