- Master's degree or Law Enforcement/Safety Certifications (preferred)
- Mid-Management Certification (preferred)
ESSENTIAL FUNCTIONS:
The Safety and Security Specialist, shall be directly responsible to the Chief Federal Programs Officer and the Deputy Director of Leadership & Superintendent Support. The Specialist will lead the development and implementation of effective high performing Safety and emergency management programs, while supporting a performance culture that emphasizes excellence, quality, productivity, and standards.
- Program Knowledge and Understanding: Exhibit leadership and coordination to provide continuity, coherence and effectiveness in the development and delivery of effective quality Safety and Security services. Stay current and up-to-date on the most effective practices, skills and strategies that enhance knowledge and transfer of learning.
- Partnership, Support and Coaching: Design, deliver and facilitate program-specific and systemic best practice (e.g., campus-wide/district-wide) professional development, including, but not limited to:
- Whole-group training that builds a shared understanding of skills, practices, or systems and includes opportunities for practice.
- Support for participants implementing a new skill, practice, or system within their context, including co-planning, observation, and real-time feedback.
- One-on-one coaching sessions that identify participant successes and develop their capacity to improve high-leverage areas of growth.
- Culture & Growth: Contribute to maintaining and improving the culture of the ESC through customer service, respect for confidentiality, displaying self-initiative, and modeling a growth mindset through self-reflection and feedback reception.
GENERAL ESC DUTIES/RESPONSIBILITIES:.
- Maintain open communication and confidentiality with clients, staff and the community, in accordance with the Texas Professional Standards of Ethics.
- Exhibit a professional demeanor when communicating with clients.
- Follow all organizational policies, procedures, and protocols.
- Respond to client service requests in a timely manner.
- Demonstrate flexibility in responding to clients' changes in priorities and needs.
- Maximize use of assigned ESC Region 18 resources and funds.
- Contribute positively to a climate that is conducive to the maximum achievement of Region 18's goals and objectives.
- Perform other duties as assigned by the Chief Federal Programs Officer and/or the Deputy Director of Leadership & Superintendent Support.
SPECIFIC RESPONSIBILITIES:
- Coordinate Safety and Security operations based upon regional needs.
- Serve in a coordinating role to disseminate physical safety information from related agencies.
- Identify training needs and design courses, materials, and plans to strengthen prevention, mitigation and response capabilities.
- Support and facilitate emergency preparedness training programs for all staff levels with the LEAs.
- Provide assistance to school district personnel in the implementation of local violence prevention, mental wellness promotion, trauma-informed care, and grief-informed care curriculum.
- Provide youth mental health first aid mandated training and resources.
- Provide safety audit support and services for districts.
- Provide assistance with EOP/SRP/SRM, NIMS/ICS, School Safety Teams, and Threat Assessment Teams for districts.
- Provide assistance to school district personnel in the implementation of ethical behavior towards staff and students.
- Provide assistance with Ch. 37 Discipline Training and Coding.
- Identify and procure materials and units of study related to drug/violence prevention and Asset Programs.
- Serve in a coordinating role to disseminate information from related agencies.
- Provide coordination, training, and service for grief counseling and debriefs when a district experiences the loss of students, staff, or when other traumatic events occur.
- Assist districts with audits for the Gun-Free Schools Report, Unsafe School Choice Option Report, TxSSC District Audit Report (DAR), Title IV requirements, and any other required local, state, and federal reports.
REQUIRED TRAINING/CERTIFICATIONS
- Auditor - 3-year Safety Audits, TxSSC Intruder Detection Audits, and Safety & Security Infrastructure
- Emergency Operations Plans (EOP), Standard Response Protocol (SRP), Standard Reunification Method (SRM) , National Incident Management System (NIMS), Incident Command System (ICS), and School Behavior Threat Assessment
- Grief and Trauma Counseling, ALERRT/CRASE Certification
- Suicide Prevention, Mental Health Support, Active Shooter Tabletop Facilitator
- Other Required Professional Development as assigned by the Chief Federal Programs Officer and/or the Deputy Director of Leadership & Superintendent Support
