Summary
This position is in Region 5, Mission Support Division, Employee Services Branch, Safety & Resources Management Section. About Region 5
This is an office-centered position*you must physically report to the duty station stated in this announcement on a regular basis.

Duties
You will:
  • Provide oversight for the Regional Occupational Safety and Health Program, identifying actual and potential risks and hazards and eliminating or controlling conditions which are or may be harmful;
  • Plan and conduct safety, health and environmental compliance inspections of all Regional operations and facilities;
  • Plan, manage, and evaluate comprehensive Safety and Occupational Health and hazardous waste control, surveillance and inspection programs for numerous high-risk waste sites, labs, marine activities, and field inspections.
  • Assist the section supervisor in planning, developing, and implementing a Regional health and safety program.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Participation in the medical monitoring program is required.
This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.
This position requires the use of personal protective equipment (PPE).
Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as conducting evaluations of Occupational Health hazards; conducting workplace safety inspections and determining health and safety improvements; assisting in the preparation of safety policies, procedures, and/or guidelines.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
  • Knowledge of health and safety program management concepts
  • Knowledge of OSHA and EPA regulations
  • Knowledge of techniques for controlling and minimizing risks when diverse hazards in high-risk categories involving complex work operations and environmental conditions are involved
  • Knowledge of national Safety and Occupational Health and environmental laws and policies
  • Knowledge of accident and environmental incident prevention concepts
  • Knowledge of safety principles and practices, methods and techniques
  • Knowledge of industrial hygiene, environmental compliance, biohazards and low-level ionizing and non-iodizing radiation sources
  • Ability to make decisions or recommendations that affect agency policies or programs concerning critical health and Safety and environmental management system matters
  • Skill in oral communication
  • Skill in written communication

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
You need a degree or combination of education and experience as described below to qualify for this position.
You must have specialized experience related to Safety and Occupational Health; OR a bachelor's or higher degree from an accredited or pre-accredited college or university in safety or Occupational Health fields, or other related fields that included 24 semester hours of study relating to safety, Occupational Health, industrial hygiene, or closely related disciplines.
