The Department of Transportation and Public Facilities (DOT&PF) Highways & Aviation is looking for a Rural Airport Foreman to help us Keep Alaska Moving!

The working environment you can expect:
This position is at the Valdez Airport, located three nautical miles east of the central business district of Valdez. As part of the Valdez Maintenance & Operations team, the selected candidate will perform numerous year round maintenance and operations tasks within the Valdez District boundaries.

What you will be doing:
Under the general direction of the Valdez M&O Superintendent, the Valdez Airport Foreman is responsible for the maintenance and operations of one certified airport within the Valdez Airport Station area. Main responsibilities include planning, scheduling, directing, monitoring, performing, and reporting Aviation activities.
Who we are looking for:
Any combination of education and/or experience that provides the applicant with the core competencies of:
  • Plans, schedules, directs, performs, monitors, and reports maintenance activities for Valdez Airport and Rural Airports
  • Responsible for supervising employees, Rural Airport maintenance contractors and ensuring the work performed complies with State and Federal laws, regulations, directives, plans, programs and standards as well as nationally accepted maintenance practices.
  • Performs runway inspections; notes and correct deficiencies. Ensures runways meet all FAA certification standards in advance of Part 139 operations.
  • Responsible for maintaining records and reporting work activities in the State´s computerized Maintenance Management system.
  • Performs airport security duties required by the Airport Security program (ASP) Transportation Security Administration (TSA - CFR Part 1540/42). Responsible for issuing and controlling access badges and keys/codes.
Class A Commercial Driver's License;
AND
Three years of experience in the maintenance and repair of highways and/or airports;
AND
Qualifications to operate all required equipment at the duty station.
Special Note:
Some positions require a Hazardous Materials endorsement.
Some positions require American Traffic Safety Services Association training.
Positions require a First Aid, ETT, CPR, First Responder, and ARFF certification (14 CFR Part 139) and Airport Security Coordinator certification (49 CFR Part 15f42).
Incumbents of positions in this job class are required to pass a criminal background check and are required to be fingerprinted.
Some positions may be required to use a firearm or ammunition and are therefore subject to Title 18, United States Code, Section 922(g)(9) which prohibits persons who have ever been convicted of a misdemeanor crime of domestic violence from owning, possessing or using a firearm or ammunition.
Note:
Incumbents of positions that require a Commercial Driver's license are subject to drug and alcohol testing in accordance with federal regulations.

ARMS & AMMUNITION REQUIREMENT
This position requires the use of firearm or ammunition. If you have been convicted of a misdemeanor crime of domestic violence you may not hold a position in this job class in accordance with the Federal Omnibus Consolidated Appropriations Act of 1997 (PL-104-208). A "misdemeanor crime of domestic violence" means an offense that:
  1. is a misdemeanor under Federal or State Law; and
  2. has, as an element the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by a current or former spouse, parent, or guardian of the victim, by a person with whom the victim shares a child in common, by a person who is cohabiting with or has cohabited with the victim as a spouse, parent, or guardian of the victim.
COMMERCIAL DRIVER'S LICENSE REQUIRED
This position requires the incumbent to possess a Commercial Driver's License (CDL) per federal regulations (49 CFR 383), to register with the federal CDL Drug & Alcohol Testing Clearinghouse prior to performing safety sensitive duties, and to provide consent to the Employer to review driver information in accordance with 49 CFR 382.
A Class A Alaska Commercial Driver's License (CDL) is required at time of hire. A conditional hire approval can only be given for endorsements. This means that the proposed appointee must successfully obtain an N-Tanker endorsement within 90 days of hire and sign an agreement to this effect as a condition of employment.

EDUCATION
If post-secondary education is required or is used as a substitution to meet the minimum qualifications, it is required to complete the Education section of your Profile. Copies of transcripts will be required at time of interview but may also be attached to the application.

Education completed in foreign colleges or universities may be used to meet the above requirements, if applicable. If utilizing this education you must show that the education credentials have been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs; or an accredited U.S. state university reports the other institution as one whose transcript is given full value, or full value is given in subject areas applicable to the curricula at the state university. It is your responsibility to provide such evidence when applying.
