Road Maintenance Supervisor

Public Works

FLSA: Non-Exempt

Minimum Pay: $23.54

JOB SUMMARY

This position supervises and directs the maintenance and repair of county-owned roads and right-of-ways.

MAJOR DUTIES

  • Supervises and assists crews in the installation, repair, and maintenance of the county right-of-way, including drainage ditches, Road Maintenance, signs, vegetation maintenance, cross pipe installation, and drainage easements.

  • Schedules, assigns, and inspects the work of work crews.

  • Responds to questions, concerns, and complaints from the general public.

  • Consults with contractors, sales representatives, timber harvesters, and utility companies to discuss equipment specifications and project requirements.

  • Operates and maintains heavy equipment, including a trackhoe, lowboy, dump truck, bulldozer, grade, backhoe, and roller.

  • Trains personnel in safety and operating procedures.

  • Processes paperwork and forms; verifies easements; requests permission to enter private property; completes cable locate requests; prepare work orders; reviews plans and plats for proper installation and maintenance.

  • Assists in locating utility lines.

  • Operates various hand and power tools, including a chainsaw, cement saw, level, tripod post-hole digger, hammer, and ax.

  • Sets and releases beaver traps; removes beaver dams.

  • Responds to after-hours emergencies.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of county procurement processes.

  • Knowledge of relevant federal and state laws, county ordinances, and department policies and procedures.

  • Skill in collecting data and preparing reports.

SUPERVISORY CONTROLS

The Public Works Director assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES

Guidelines include relevant state and federal laws, state Department of Transportation regulations, the Manual on Uniform Traffic Control Devices, sedimentation and erosion control guidelines, and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied administrative, supervisory, and technical duties. Working in inclement weather and heavy traffic contributes to the complexity of the position.

  • The purpose of this position is to supervise the repair and maintenance of county roads and related infrastructure. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for county residents and visitors.

CONTACTS

  • Contacts are typically with co-workers, other county employees, elected and appointed officials, contractors, timber harvesters, property owners, and members of the general public.

  • Contacts are typically to exchange information, motivate persons, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while standing, walking, bending, crouching, or stooping. The employee frequently lifts light and occasionally heavy objects.

  • The work is performed outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Road Maintenance Crew Supervisor, Heavy Equipment Operator, Truck Driver, Equipment Operator, and Road Maintenance Worker.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to a high school diploma.

  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.

  • Possession of a valid drivers license issued by the State of Georgia for the type of vehicle or equipment operated.
