DEPARTMENTAL SUMMARY: The Quality Improvement Education Specialist RN supports the departments with the Critical Access Hospital. These departments include but are not limited to: Emergency, Inpatient, Periop, and ancillary departments. These departments provide 24/7 specialized care to patients throughout their hospitalization and discharge.
POSITION OVERVIEW: The Quality Improvement Education Specialist RN provides essential services to St. Charles Health System (SCHS) including Quality Improvement support, accreditation and licensing compliance oversight, regulatory readiness, data abstraction, data analysis, management of policies and procedures, as well as clinical nurse education and competency compliance. The Quality Improvement Education Specialist RN provides clinical practice support and professional development opportunities to nursing and allied health caregivers The Quality Improvement Education Specialist RN plays a key role in achieving extraordinary results for improving patient care by coordinating quality management and continuous improvement activities within their assigned departments and committees as well as by providing chart review, chart abstraction, and other support activities. The Quality Improvement Education Specialist RN utilizes clinical experience and expertise while working closely with Quality Management and partners in the health system to support Quality Improvement work to achieve True North strategic goals.
This position does not directly manage other caregivers, however, may be asked to review and provide feedback on the work of other caregivers.
ESSENTIAL FUNCTIONS AND DUTIES:
Collaborates with hospital leadership and medical staff leaders to identify improvement opportunities and processes, providing consultation and technical assistance for the design, development, implementation, and evaluation of activities related to Quality Improvement and safety.
Partners with the system Quality Management department and serves as the site's liaison.
In partnership with the Quality Management department, provides regular briefings to site leadership on issues of quality and patient safety, including review of data and trends and upcoming changes to regulations or performance metrics.
Involves appropriate SCHS stakeholders in development of Quality Improvement tools including quality and safety dashboards and scorecards.
Communicates effectively and provides training to caregivers regarding quality management and improvement principles, small test of change methods such as Plan-Do-Study-Act, use of data and improvement tools (improvement events, daily management system, A3 thinking, leader standard work, etc.)
Completes quality and patient safety reports as needed, including analysis of data, identification of trends, and recommendations for improvement. Identifies areas in need of ongoing training, assists in development of infrastructure tools and supporting training materials for SCHS continuous improvement initiatives.
Uses clinical knowledge and experience to develop templates and/or provide guidance and assistance in medical record review related to performance improvement/patient safety activities.
Works closely with the Prineville Chief Medical Officer (CMO) and uses clinical knowledge and experience to examine the causes of patient deaths in the health system, abstracting information into a readable format for review by the SCHS Mortality Review Committee (MRC).
Supports continuous survey readiness in partnership with the Regulatory Affairs and Accreditation team by participating in regular rounding, mock (and actual) survey participation, CAREboard support, auditing, and other activities as needed.
Liaison for the Oregon Office of Rural Health for the Prineville campus; partners on data sharing and analysis through MBQIP, identifying resources, managing grant applications and funds.
Partners with the Lean Improvement Office team members for quality and process improvement initiatives as indicated by project type and scope.
Partners with the Clinical Practice and Professional Development team members to ensure evidence-based education for clinical practice is maintained by providing education on quality initiatives, strategic initiative, and compliance needs.
Review state and federal compliance requirements for nursing and perform reviews based on Quality Improvement projects and goals.
Partner with campus nurse leaders in caregiver education, which may include monitoring, mentoring, or facilitating education and Quality Improvement to align with the mission, vision, and values.

EDUCATION:
Required: Bachelor's degree in Nursing, or RN and Bachelor's degree in data analytics, public health or related field.
Preferred: Master's degree in nursing, or RN and Master's degree in data analytics, public health or related field.
LICENSURE/CERTIFICATION/REGISTRATION:
Required: Current Oregon RN license. AHA Basic Life Support for Healthcare Provider certification. Ability to travel to business functions/trainings/meetings and all SCHS worksites.
Preferred: Lean, CQE, CPHQ, or other industry-recognized quality certification.
EXPERIENCE:
Required: Three (3) years' hospital experience as an RN.
Preferred: Two (2) years' experience facilitating Quality Improvement initiatives using Lean or other process improvement framework. Experience with Joint Commission standards and other standards such as CMS and OSHA. Experience facilitating groups through complex and sensitive issues and teaching process improvement principles. Experience working with medical staff on performance improvement. Comfort and experience using Excel, manipulating data sets, creating pivot tables and other visual forms of data analysis.
