DEPARTMENT OF HUMAN RESOURCES

Human Resources is a customer service department that manages and administers a variety of programs and services which are comprised into three primary divisions: Recruitment, Selection, and Retention; Risk and Safety Management Services; and Labor Relations, Employee Relations, and Benefit Services Staff. RISK MANAGEMENT DIVISION
The Department of Human Resources, Risk Management Division, provides County-wide staff support to anticipate and respond to risk and financial demands of the County in a changing environment. Our Risk team manages risks and insurance to produce financial stability; prevents accidents and manages injuries through effective loss control and claims management programs; and empowers individuals, managers, and employees to recognize and manage risks while ensuring compliance with the Personnel Rules as well as federal and state laws.
THE OPPORTUNITY
In this exciting role, you will supervise the Risk Management Division, which includes functional responsibility for loss control, safety, contracts, insurance, worker compensation and liability programs. Risk Managers perform complex administrative, budgeting, statistical, and systems analysis of special projects and programs; and assist in coordinating assigned activities with other County departments, divisions, outside agencies, and the public.

The selected candidate will have the opportunity to:
  • Plan, organize, coordinate, and supervise a comprehensive risk management and loss control program, including but not limited to workers' compensation, as well as insurance, liability, and industrial safety programs.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned functions and programs; recommend, within departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures.
  • Negotiate with brokers and reviews policy language to ensure appropriate insurance coverage with the most favorable terms and costs.
  • Maintain database of up-to-date insurance certificates for all County vendors to ensure contract compliance; requests and uploads updated certificates when required.
  • Ensure that contracts, leases, and purchase documents are reviewed for insurance requirements and other conditions that could cause loss or exposure to loss.

MINIMUM QUALIFICATIONS
Human Resources will assess your application to determine if you are minimally qualified using the following minimum qualifications:
Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying.
Equivalent to a bachelor's degree from an accredited four-year college or university with major coursework in public or business administration, accounting, or a closely related field; AND five (5) years of increasingly responsible experience in risk analysis, safety operations, claims adjustment, liability or workers' compensation, including two (2) years of supervisory experience.

Possession of, or ability to obtain, a valid California Driver's License by time of appointment and a satisfactory driving record.

ADDITIONAL INFORMATION
The County of El Dorado is recruiting applicants for Risk Manager. This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
We currently have a vacancy for an at-will appointment that is anticipated to end on November 1, 2024.
