The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.
The Audit Review & Appeals Division is responsible for fairly and impartially resolving audit issues and controversies while enhancing voluntary compliance and public confidence.
ABOUT THIS POSITION:
This position is responsible for evaluating audit findings recommended for assessment or refund by field personnel; serving as an advisor to the field audit staff regarding legal and factual interpretations on tax issues; and coordinating the flow of information and activities among field staff, attorneys and administrative personnel.
The duties of this position include but are not limited to:
  • Performs the initial review of tax audits completed by field agents and evaluates them for compliance with documentary and legal standards.

  • Conducts the principal review of audit protests in order to evaluate the legitimacy and accuracy of assessments and working to resolve tax disputes between the department and taxpayer's.

  • Develops factual and legal determinations about evidence and arguments presented by the taxpayer or their legal representative.

  • Recommends changes in Department policy, laws and regulations after identifying the problem areas during the review process.

  • Performs other duties when required for achievement of the Department's mission.

Current permanent status classified state employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
This position will be domiciled in the Baton Rouge, Louisiana area. Applicants must indicate that they are available to work in the parishes (East Baton Rouge) of this vacancy on their application.
A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.
LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. Any applicant who receives and accepts a conditional offer of employment will require a completed criminal history records check prior to his or her first day of work.

Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree with twenty-four semester hours in accounting plus four years of professional level experience in tax accounting or tax auditing.
SUBSTITUTIONS:
Professional level experience in accounting or financial auditing will substitute for a maximum of two years of required tax accounting or tax auditing experience on the basis of two years of professional level accounting or financial auditing experience for one year of the required tax accounting or tax auditing experience.
Graduate training in accounting will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.
Possession of designation as a Certified Public Accountant or CPA Inactive will substitute for one year of the required experience.
Possession of a current license to practice law in Louisiana will substitute for two years of the required experience.
There is no substitution for one year of the required tax accounting or tax auditing experience.
NOTE:
Any college hours or degree must be from an accredited college or university.
NOTE:
This position requires travel on a regular basis to audit locations or attend meetings, conferences, training classes, or other work locations throughout the United States.
Job Concepts

Job Distinctions:
Differs from Revenue Tax Auditor 3 by the presence of responsibility for either: reviewing field audit reports from various regional offices; or, serving as computer audit specialist; or, serving as technical specialist in the Audit Selection and Discovery unit.
Differs from Revenue Tax Auditor Supervisor by the absence of responsibility for direct supervision of Revenue Tax Auditors.
Examples of Work
Reviews completed audits by examining submitted reports and supporting documents in an assigned tax program such as excise, sales, income, or severance taxes.
Confers with Revenue Tax Auditors, supervisors, taxpayers, attorneys, and CPAs to provide information and resolve problems.
Issues formal tax assessments and coordinates sampling programs, computer applications, and innovative computerized audit programs for field staff.
Assists in the selection of assignments and in the technical development, direction, and coordination of tax audits conducted by the Field Audit Services Division, establishing goals and priorities to achieve audit program objectives.
Trains and counsels Revenue Tax Auditors in tax law, audit principles and techniques, and use of computer software and hardware; provides guidance in problem areas.
Assists in the development of tax advisory memoranda, opinions, and audit manuals.
