Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Demonstrating in-depth, broad knowledge and experience of the Internal Revenue Code and related enforcement and collection regulations and procedures; knowledge of a wide range business laws and the interrelationship between Federal and state laws and its effect on moderate complex legal instruments; knowledge of financial/managerial accounting principles, terminology, practices and methods to analyze financial records; knowledge of electronic data exchange and the ability to conduct business online including use of the internet and intranet. Experience may have been gained in work such as: Collection activities using a variety of Collection tools such as Levy, Notice of Federal Tax lien, seizure, and suits; Secure delinquent returns using a variety of tools such as summons and preparing substitute for returns per IRC 6020(b); Use computer systems to capture information secured and to aid in the collection of Federal taxes or delinquent Federal tax returns and to conduct research such as locator services, credit bureaus reports, and real estate programs; Prepare the assembly of trust fund recovery penalty files, suit and seizure packages and lien activities packages including discharge, subordination, and withdrawal; OR
You may substitute education for specialized experience as follows: PH.D or equivalent degree or 3 full academic years of progressively higher level graduate education leading to such a degree in a related field such as business administration (finance, accounting, auditing, marketing and business law), law, economics, criminology, political science, government, social science, communications, psychology, public administration or another related field; OR
LL.M., if related; OR A combination of experience and education.

AND
TIME-IN-GRADE REQUIREMENTS: GS-11
Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
