The Bureau of Revenue & Financial Services is hiring two Revenue Auditors to join our team!

Job Appointment: Two full time, regular appointments available.
Work Schedule: Mon-Fri. 8-5P, alternate schedule may be available after probation.

Position Summary
The Bureau of Revenue and Financial Services is seeking two Revenue Auditors to plan, organize and conduct financial and tax audits to verify business and personal taxes due to the City of Portland and partner jurisdictions, including Multnomah County’s Business Income and Preschool for All Personal Income Taxes and the Metro Supportive Housing Services Business and Personal Income Taxes.
This position requires a sound knowledge of federal, state, and local laws and policies, especially tax laws. The Revenue Auditor is expected to communicate effectively on behalf of the City with CPAs, tax attorneys and business owners and managers on the interpretation and impact of laws, regulations, and policies.
As a Revenue Auditor, you will:
  • Independently conduct audits requiring the application of legal knowledge and principles.
  • Plan, organize, and conduct revenue audits to ensure the effective reporting and collection of all required taxes and fees.
  • Research a variety of topics and prepare comprehensive financial analysis and revenue estimates, if needed, on the research performed.
  • Apply general, enterprise and governmental accounting including GAAP and FASB accounting standards and GAAS.

To Qualify

The following minimum qualifications are required for this position:


  • Experience applying the principles of general, enterprise and governmental accounting, including GAAP and FASB accounting standards and GAAS.
  • Experience applying federal and state tax laws and regulations and tax court decisions.
  • Experience applying City and County codes (or similar tax laws), identifying incorrect data, and understanding if taxes are being paid appropriately through application of appropriate tax laws, codes, or regulations.
  • Ability to analyze and interpret financial data and reaching sound conclusions and recommendations in accordance with laws, regulations, rules, and policies.
  • Ability to understand, interpret, explain, and apply City and County codes/ordinances (or similar tax laws) to interested parties.
  • Experience planning, organizing, and conducting sound, comprehensive tax and financial audits.
A common way to meet the qualifications include experience that is equivalent to obtaining a Bachelor’s degree from an accredited college or university with major course work in accounting or finance, and three (3) years of progressively responsible audit experience.
An Ideal Candidate will have:
  • Experience in a public agency is preferred.

Step 2: Minimum Qualification Evaluation: Week of March 25th
  • An evaluation of each applicant's training and paid and unpaid experience, as demonstrated in their resume and supplemental questions, weighted 100%.
  • Your résumé and responses to the supplemental questions will be the basis for our evaluation of your qualifications for this position. Incomplete or inappropriate information may result in disqualification.
  • You have 14 days from the notice of the minimum qualification evaluation results to let us know if you would like to review and discuss your evaluation result. Please read the City of Portland Administrative Rule 3.01 for complete information.
  • Additional evaluation may be required prior to establishment of the eligible list and/or final selection.
Step 3: Establishment of Eligible List: Week of April 1st
  • Candidates who meet the minimum qualifications will be placed on the equally ranked eligible list.
Step 4: Selection (Interview): Early April
  • Hiring bureau will review and select candidates for an interview
  • Please note, the selection process may take up to 90 days from the notification of being placed on the eligible list.
Step 5: Offer of Employment: Mid/Late April
  • Some positions will require those offered employment to complete and sign a criminal background statement before being considered for employment. (Include if requires an in-depth background investigation.)
  • Successful candidates for the Revenue Auditor position must undergo fingerprinting as mandated by the IRS regulations upon being hired.
Step 6: Start Date: TBD
  • A start date will be determined after all conditions of employment have been met.
