We are accepting applications to fill a full-time Retirement Financial and Systems Analyst I / II for the Santa Barbara County Employees' Retirement System (SBCERS). This vacancy is in Santa Barbara, California.

Retirement Financial and Systems Analyst I/II is a flexibly staffed class series that can be filled at the I or the II level, depending upon the needs of the department and the qualifications of the applicant.

This position is only for the Santa Barbara County Employees' Retirement System. Under general direction, the selected candidate for the accounting and systems analyst assignment, evaluates, designs, implements, and maintains departmental automated retirement systems; supervises staff; and performs related duties as required.

RETIREMENT FINANCIAL AND SYSTEMS ANALYST I is the entry-level class, in which incumbents are responsible for design, modification, data analysis, and implementation of smaller or less complex systems or processes.

THE POSITION:
The Retirement Financial Systems Analyst I/II will enjoy a stimulating and challenging work environment. The selected candidate will work with a team that focuses on customer service, quality, and security. This position reports to the Controller and is part of a team that supports Accounting and Member Services, processes retirement benefit payments and performs financial reporting duties and other complex accounting processes. This is a small environment supporting a large client base, workloads can be variable and demanding. The position affords the ideal candidate an opportunity to see their work and ideas developed and acted upon.

This position requires specialized knowledge in accounting processes including financial and statistical reporting, benefits/payroll administration, internal controls, and tax compliance. This is a full-time, position that serves as a resource for the Accounting team and is intended to provide support to and backfill employees assignments. The selected candidate will be a part of the Accounting team and support the Member Services team. The ideal candidate will have a background and an aptitude for financial accounting, complex reconciliations, documentation and accuracy.

This position will work in a Microsoft systems environment and must have strong Microsoft Excel skills, knowledge of database systems and financial accounting software. Utilizing excellent communication skills and analytical and financial expertise, the ideal candidate will help support the system's current processes.

The IDEAL CANDIDATE will be detail oriented and have:
  • Demonstrated ability to gain complete understanding of complex processes in order to gain mastery and perform processes with high level of accuracy.
  • Exposure/aptitude in financial accounting processes and/or computer technology. Experience with financial systems is highly desirable.
  • Proficiency in Microsoft Office Suite applications, especially Microsoft excel and using MS SQL queries to obtain financial data.
  • Ability to logically approach and resolve complex data issues, process issues and/or redesign workflows as well as develop performance measures.
  • Excellent oral and written communication, and documentation skills.
  • Excellent interpersonal skills and the ability to interact with all levels of internal and external customers.
  • Demonstrated ability to develop and maintain sound working relationships with people of diverse backgrounds and personalities.
  • Demonstrated ability to work well independently and as a team player as well as organize and prioritize work, and meet critical deadlines.
  • Ability to manage multiple tasks with competing priorities and deadlines.

THE DEPARTMENT: SBCERS was established in 1944 and is one of 20 California Counties subject to the provisions of the County Employees Retirement Law of 1937, or '37 Act. SBCERS is administered by the Board of Retirement to provide service retirement, disability, death, and survivor benefits for County employees and contracting districts. Members include all permanent, full and part-time employees of the County of Santa Barbara, the Santa Barbara County Superior Court, and nine special districts.

SBCERS is committed to fulfilling its fiduciary responsibility by providing the highest quality of service to all members and plan sponsors, and protecting promised benefits through prudent investing while ensuring reasonable expenses of administration. The market value of SBCERS' portfolio exceeded $4 billion of plan net assets. System membership includes approximately 4,600 active and deferred members and 4,800 benefit recipients.

Examples of Duties

Accounting and Systems Analyst Assignment
  1. Evaluates and performs complex accounting/financial processes, and/or procedures analyzing for workflow efficiency and compliance with laws and standards; identifies needed process improvements and evaluates resulting data for data accuracy and identification of possible errors or omissions. Implements modifications as required; approves and reviews accounting transactions, interacts with Member Services, Plan Sponsors, and County of Santa Barbara staff.
  2. Performs general ledger accounting and benefit payment functions, supports investment staff in recording investment transactions and financial reporting.
  3. May select and evaluate professional and paraprofessional staff as well as assign and review work; establish performance standards; recommend disciplinary action as needed; identify training needs of subordinate staff and colleagues; and provide or arrange for training as needed.

Employment Standards

RETIREMENT FINANCIAL AND SYSTEMS ANALYST I:

Accounting and Systems Analyst Assignment
  1. Possession of a bachelor's degree from an accredited college or university in accounting, business administration, economics, computer sciences, or related field and two years of professional accounting experience that included participation in the design, analysis, and/or maintenance of computerized financial accounting systems; OR
  2. A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.

Additional Requirements: Possession of a valid California driver's license may be required.

Knowledge of: generally accepted accounting principles and standards, including internal control systems; basic investment instruments and strategies; principles and practices of project management; and standard English usage and grammar.

Ability to: gather and analyze data, develop solutions, project consequences, and evaluate results; plan, organize, and prioritize work; establish and maintain working relationships with a variety of County staff and vendors; interact with staff with limited accounting knowledge; prepare a variety of written and technical documents; make presentations to groups; maintain impartiality and objectivity; learn principles of supervision, SBCERS accounting policies and procedures, and computer programs used by the department; and train and supervise staff.

Supplemental Information

APPLICATION & SELECTION PROCESS:

  • Review applications and supplemental questionnaires to determine those applicants who meet the employment standards.
  • Supplemental Questionnaire Ranking: Responses to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than (11) eleven qualified candidates.

Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking assessment to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
