Job description

Job Summary:
The Residential Manager OPWDD is responsible for overseeing the operation and maintenance of their assigned site(s). They directly supervise, coach and mentor the Direct Support Professionals (DSP) as they provide support and training of individuals with developmental disabilities to be as independent and productive as possible in their daily life and to be meaningfully integrated into the community, including ongoing engagement with their family.
Essential Job Duties:
1. Responsible for the operation, either directly or through delegation, of their assigned residential site(s).
2. Ensures assigned site(s) are operating in accordance with all DD Division and BVS agency policies and all OPWDD regulations.
3. Ensures assigned site(s) operates within established fiscal parameters.
4. Partners with assigned liaison from Maintenance Dept. to complete routine inspection of assigned site(s) to establish and maintain a welcoming and safe environment.
5. Provides positive role model to DSPs of the expectations and culture of accountability for the site.
6. Effectively resolves problems related to the management of assigned site(s) and/or seeks appropriate assistance from the Program Coordinator.
7. Attends all required internal trainings to maintain competence in position and attends external trainings as directed or per request, for ongoing professional growth and development.
8. Trains, Mentors, Coaches and Supports the DSPs at their site(s).
9. Prepares agenda and takes lead at monthly staff meeting, focusing on team building and information sharing/training, so that staff remains skilled and knowledgeable in their role of supporting the individuals being served.
10. Assists the Management team in the preparation of the weekly DSP schedule, maintaining minimum safe staffing ratios, and managing daily staffing needs, including coverage for medical appointments and community outings, in compliance with the on-call rotation and union contract VOT and MOT language.
11. Coordinates/oversees the training of DSPs in the implementation of the established habilitation plan and safeguarding document (IPOP) for each individual served.
12. Ensure that DSPs maintain meaningful documentation records for each individual (Including but not limited to: meal intake, medical monitoring, medication administration, habilitative program data, Therap notes, behavior notes, incident reports, etc...).
13. Reviews all habilitation plan, medical monitoring, medication administration documentation and Therap entries, that verify daily provision of services for each individual and follows up on identified gaps/errors.
14. Ensures that the EPS (as applicable) and DSPs remain competent in all Nurse Delegated Duties.
15. Communicates with parents/guardians/advocates as needed, regarding the needs and status of the individual being served.
16. Securely manages the on-site Personal Allowance Funds for each individual, in accordance with Social Security and OPWDD regulations.
17. Completes all billing information for the Business office.
18. Provide accurate timesheet/payroll information to Human Resource Dept.
19. Interview/hire/train appropriate candidates for DSP positions to maintain a high quality and effective team.
20. Collaborate with Human Resources relative to disciplinary actions for DSPs, consistent with the timeframes and guidelines set forth in the union contract.
21. Complete performance reviews for all staff under their supervision, within the agency format and timeframes.
22. Completes supervisory section of all SIRs filed (individual, employee, environmental).
23. Participates on division and/or agency committees, as assigned.
24. Complies with all federal and state regulations and agency policies pertaining to HIPAA, false claims, whistleblower policies and all others.
25. Performs other duties and assumes other responsibilities as may be assigned by the Program Coordinator or Director of Residential Services.

Education:
Minimum Degree Required:
• High School Diploma/GED (Associate's or Bachelor's Degree preferred)
Experience:
Minimum Experience Required:
• 5 years applicable prior experience with HS Diploma or,
• 2 years with Associate's Degree or,
• 1 year with Bachelor's Degree
Required License/Registration/ Certification:
- Valid NYS Driver's License

Physical Requirements:
The overall nature of the position is sedentary requiring little physical effort with occasional light physical exertion required. There is little, if any, exposure to environmental conditions.
• The constant physical demands of the position are standing, walking, talking, and hearing.
• The frequent physical demands of the position are sitting, climbing, repetitive motions, and eye/hand/foot coordination.
• The occasional physical demands of the position are lifting, carrying, pushing, pulling, balancing, stooping, crouching, reaching, handling, grasping, and feeling
