Job Description
This position is for a Research Scientist/Infrastructure Analyst Subject Matter Expert to provide programmatic and technical advice and counsel to the US Department of Energy National Nuclear Security Administration's office of Defense Nuclear Nonproliferation R&D (NA-22). The successful candidate will provide support to both programmatic and technical leads for NA-22, the local Nevada Site Office and their contractors as needed. This position is responsible for analyzing the infrastructure development needs over the next several decades for facilities and testbeds used to enhance the effectiveness of the execution of the Defense Nuclear Nonproliferation Research and Development (DNN R&D) mission. The successful candidate will support the DRI DOE/NNSA TREDS Program Manager in the execution of the DNN sponsored work scope for the TREDS contract. This position will include development of programmatic reports, independent assessments, and studies that focus on the planning, design and development of infrastructure projects at the Nevada National Security Sites (NNSS). The term of this position is conditional on continued NNSA funding.
Required Qualifications
  • Bachelors Degree in Program/Project Management (Masters Preferred)
  • 15+ Years of experience as a Program Manager/Infrastructure Analyst supporting US Department of Energy Nuclear Nonproliferation research and development programs
  • Experience with development of infrastructure projects relevant to nuclear nonproliferation (proliferation detection, arms control, nuclear safeguards, and counterterrorism)
  • Experience working with US Department of Energy National Laboratories for the development of facilities and infrastructure used for Research and Development programs related to combating terrorism and weapons of mass destruction proliferation
  • Experience collaborating with member agencies of the US Intelligence Community, Homeland Security, and Department of Defense organizations and ability to obtain/maintain associated security clearances
  • Demonstrated experience providing independent assessments and developing risk mitigation strategies for complex ventures
  • Excellent written, verbal, and interpersonal communications skills.Demonstrated performance producing financial reports and presentations
  • Ability to obtain/maintain a US Department of Energy Q security clearance
  • Position location is flexible, and some travel is anticipated

Preferred Qualifications
  • Experience coordinating large collaborative research ventures involving US government agencies, National Laboratories, Universities, private industry, and international institutions
  • Experience with systems level programmatic risk assessments
  • Knowledge of NNSA DNN and Field Office missions and programmatic personnel and a demonstrated history of effectively collaborating with customers, sponsors, and all other interested parties for successful mission execution
  • Knowledge and experience of program management, project development, contracting and estimating practices of federal government contractors.
  • Knowledge of and experience implementing NNSA/DOE Integrated Safety and Security Management

Hours / Pay
This position is contingent upon the approval of a statement of work (SOW)/Task Assignment and the requisite funding from NNSA under the DRI/DOE TREDS contract 89233122CNA000255. This position is for support to the NNSA sponsor on an as needed basis. It is anticipated that at least 250 hours and up to 500 hours per year will be requested. The pay schedule is $100 per hour.
