Job Title: Regional Public Safety Dispatch Director

Department: Regional Old Colony Communications Center(ROCCC)

Contract/Grade: Personnel Policies (non-union), Grade15

Salary Range: $111,601 to $156,242 (Actual pay basedon qualification)

FLSA Status: Salary, Exempt (benefit eligible)

Work Schedule: Variable- at least 40 hour per week

Reports to: Town Manager

1.  Nature of Work:  The Director of the ROCCC is responsible forcomplete operational, administrative and financial oversight of the PublicSafety Dispatch function, including supervision and job performance of allPublic Safety Dispatchers (PSD).  TheDirector will work closely with the Fire Chiefs, Police Chiefs and Town Administrationof all communities served, but will be a direct report to the Town Manager. Itis expected that this individual will provide backup support as needed onshifts.  The Director will be on-call inthe event of an emergency and will be required to work and travel outside ofregular office hours.

 2.  Supervision Required:  Reports directly to the Town Manager.

 3.  Supervisory Responsibilities:  Provides supervision, guidance, andassistance to the department; requires adherence to administrative policy andprocedures of the department in the performance of assigned duties.

 4.  Confidentiality:  Employeehas regular access to a wide variety of confidential information includingcitizen communications and records, criminal investigations, and courtrecords.  Confidentiality must bemaintained with regard to this information in accordance with DepartmentalPolicy, State and Federal Laws, and the Public Records Act.

 5.  Accountability:  Duties include department levelresponsibility for technical processes, service delivery, contribution to municipalwide plans and objectives, and fiscal responsibility for the departmentincluding buildings, equipment and staffing utilization. Consequences of errors or poor judgment couldseverely jeopardize department operations and the delivery of Public Safetyservices, have adverse public relations, and/or have extensive financial andlegal repercussions to the town, property damage, personal injury, and/or lossof life. Employee may be required to work beyond normal business hoursin response to emergency situations or to attend evening meetings.

 6.  Judgment:  Guidelines may be in the form ofadministrative or organizational policies, general principles, legislation, ordirectives that pertain to a specific department or functional area.  Extensive judgment is required to accomplishobjectives or to deal with new or unusual situations within the limits of theguidelines or policies.

 7.  Complexity:  The work consists of the practicalapplication of a variety of concepts, practices, and specialized techniquesrelating to a professional or technical field. Assignments typically involve evaluation and interpretation of factors,conditions, and unusual circumstances; evaluating compliance with establishedpolicies or criteria; gathering, analyzing and evaluating facts, evidence, ordata using specialized fact-finding techniques; and determining the methods toaccomplish the work.

 8.  Nature and Purpose of Public Contact:  Employee interacts constantly withco-workers, the public and groups or individuals who have conflicting opinionsor objectives, diverse points of view or differences where skillful questioningis required; one on one relationships with a person(s) who may be under severestress, where gaining a high degree of communication may be required to obtainthe desired effect.  Excellentcommunication and customer service skills are required involving courtesy,tact, and diplomacy in resolving complaints or concerns of the public and incarrying out the required functions of the position.

 9.  Essential Functions:  Theessential functions or duties listed below are intended only as illustrationsof the various type of work that may be performed.  The omission of specific statements of dutiesdoes not exclude them from the position if the work is similar, related, orlogical assignment to the position.

  1. Perform all duties required of a certified telecommunicator.
  2. Supervise and evaluate telecommunicators job performance to ensure compliance with all department policies and operational procedures.
  3. Supervise the scheduling and work hours of all staff in accordance with the Union Contract, Wage & Personnel By-Laws and all related Policies and Procedures.
  4. Approve and track shift changes, sick, vacation and personal time for department members.
  5. Process payroll.
  6. Complete performance evaluations of all telecommunicators as required;
  7. Train additional telecommunicators, as needed, in order to maintain required staffing levels to keep the department fully operational at all times.
  8. Facilitate purchasing of supplies and equipment.
  9. Process expense bills and track monthly budget.
  10. Prepare annual budget and town reports as required by Fire and Police Chiefs.
  11. Schedule and attend regular meetings between all departments served by the Communications Center.
  12. Write and submit grants and request reimbursement for training, EMD, Medical Dispatch, support, incentive and equipment timely.
  13. Request reimbursement for raining,Emergency Medical Dispatch, support and incentive grant submittals timely.
  14. Work with the Fire and Police Chiefs to develop and run in-house training classes.
  15. Schedule and facilitate external and/or hosted training classes as required by State regulations.
  16. Ensure full compliance with local, State and Federal laws.
  17. Update Policies and Procedures as needed.
  18. Facilitate Quality Assurance/Quality Improvement Protocol Review for Emergency Medical Dispatch calls as required by State regulations.
  19. Maintain and oversee maintenance and licensing of operational software and networking, such as CAD systems, EMD programs and Remote networking for satellite departments.
  20. Facilitate meetings and correspondence between all ranks within the regional dispatch center as needed.
  21. Develop and seek out additional opportunities and municipalities to add to the ROCCC's service.
  22. Be available for field work in the event of major incidents in the communities served by the regional dispatch center.
  23. Act as the department's liaison to the State 911 department.  
  24. Performs any other duty and assignment as may be assigned by the Town Manager or designee.                                                                                     

10.  Recommended Minimum Qualifications - Mustbe a high school graduate, have 5 years' experience or more in a Public Safetycommunications center in increasingly responsible supervisory roles and be ableto pass assessment center, background and criminal history checks, medicalexaminations, and drug testing.

  PreferredQualifications - Associate'sdegree or greater in a related field of study.

  SpecialRequirements -911, EMD, telecommunicator and CJIS certifications.

 11.  Knowledge, Abilities, and Skills

Knowledge: Comprehensive knowledge of current principles, practices, laws,statutes, codes, ordinances and department rules and regulations relating todispatch functions.

 Abilities: Ability to deal effectively and diplomatically with governmentalagencies, coworkers, other town employees, and the general public, often inhighly stressful situations.  Ability tocarry out required duties and responsibilities firmly, professionally, andimpartially.  Dispatchers must bementally and physically able to read, remember, interpret, and understandoperating procedures and oral commands. Excellent computer, writing, communication, and organizationalskills.  Ability to self-motivate andwork proactively, identifying and addressing concerns.

 Skill: Excellent oral and writtencommunication skills; excellent organizational skills and delivery of servicesskills. 

 12.  Work Environment:  Work environment requires a high degree ofindividual tolerance to combinations of extremely unpleasant elements or mentalstress from urgent time and attention demands of the utmost priority. 

 13.  Occupational Risk:  The position does not entail unusualoccupational risk.  The job requirementsare primarily in an office dispatch setting.

 14.  Physical and Mental Requirements:  The physical demands described here arerepresentative of those that must be met by an employee to successfully performthe essential functions of this job. While performing the duties of this job,the employee is frequently required to sit, talk, hear, use hands to handle orfeel objects; and reach with hands and arms. Regularly sits, stoops, crouches, kneels, and climbs.  Specific vision abilities required include,close and medium distance vision, and ability to adjust focus and distinguishcolors.  Frequently lifts up to 30pounds.  Strenuous physical effort is notrequired in this position.

 15.  Motor Skills:  Duties involve close hand and eyecoordination and physical dexterity. Manipulation and motor control under stressful conditions.

 16.  Visual Demands:  Visual demands include constantly reading ona computer, for general understanding and for analytical purposes, and with aneed for color vision.
