Job description

The position is located within the Navy Region Hawaii, Fleet and Family Support Center (FFSC). This position provides leadership, management, supervision, policy, and program expert for the Fleet and Family Support Programs (FFSP) as it pertains to wounded warrior matters. The FFSP is the Navy's primary agency for the delivery of an array of human services intended to enhance the stability, resiliency and self-sufficiency of individuals and families, resulting in increased operational readiness.Qualifications:Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. A qualified candidate possesses the following:

  • Knowledge and understanding of requirements and operations of DOD and DON Wounded Warrior initiatives, implementing congressionally and DOD mandated warrior and transition care requirements for military personnel and family members.
  • Knowledge of advanced management and organizational principles and practices as well as a comprehensive knowledge of short- and long-range planning, programming, and budgeting regulations, guidelines and processes.
  • Skill in utilizing qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems, which impact Navy or NWW-CNRH goals and objectives.
  • Ability to manage several major projects concurrently, each of which require multiple tasks across many different levels of the Navy (i.e., local commands, regions, and headquarters) and other government agencies.
  • Knowledge of Federal, DOD, Secretary of the Navy (SECNAV), Office of the Chief of Naval Operations (OPNAV) and Commander, Navy Installations Command (CNIC) goals, principles, functions, policies, procedures, laws, and regulations governing Navy Fleet and Family Support Programs, including accreditation standards.
  • Knowledge of DOD and Navy organizational structures, mission, and family lifestyles.
  • Knowledge of Navy social/human services delivery systems and concepts, principles and theories relating to one or more of the social or behavioral science fields.
  • Knowledge of Navy contract Technical Assistant responsibilities.
  • Ability to utilize exceptional communication and presentation skills, both oral and written, demonstrating proven ability to prepare clearly and concisely, present, discuss and defend issues, findings, and recommendations.
  • Knowledge of individual and group dynamics and motivation techniques to facilitate groups.
  • Skill in managing a diverse group to accomplish high profile Navy missions and programs.
  • Experience in selecting and defining significant issues within overall workload, setting priorities, and focusing attention on achieving results on subjects of most importance to the organization, the command, and the government.
  • Ability to work effectively on a team displaying strong interpersonal skills.
  • Ability to work in a stressful environment on time sensitive issues.

SUPERVISORY CONTROLS

Works under direct supervision of the regional N9 Director. The employee and supervisor develop a mutually acceptable project plan which typically includes identification of the work to be done, the scope of the project, and the deadlines for its completion. Within the parameters of the approved project plan, the employee is responsible for planning and organizing, estimating costs, coordinating with staff and line management personnel, and conducting all phases of the project. Completed projects, evaluations, reports, or recommendations are reviewed by the supervisor for compatibility with organizational goals, guidelines, and effectiveness in achieving intended objectives.
GUIDELINES

Guidelines consist of Office of Management and Budget (OMB), DOD and Navy administrative and procedural directives in the budgetary, business, and organizational processes, broad agency/claimant program goals and objectives involving the management of Shore Installation Management. The incumbent uses initiative, innovation, and resourcefulness in researching and implementing new/improved program management methods, procedures, and criteria for use agency-wide and for identifying and analyzing trends and measuring effectiveness in meeting agency/claimant program objectives.
COMPLEXITY

Assignments are diverse in nature and cover several components including the administration and operation/development of programs. Work involves duties requiring different processes and methods, interpreting, and developing policies, procedures, and instructions; and monitoring the compliance of goals and objectives. These may include an in-depth analysis of program requirements, regulatory limitations, and agency policy. The incumbent makes decisions regarding the design of plans and assesses circumstances and data available. The incumbent makes decisions, interprets considerable data, plans the work, and refines the methods and techniques to be used.
SCOPE AND EFFECT

The incumbent is responsible for all phases of assignments. The work has a major impact on the efficiency and effectiveness of operations that contributes to overall productivity of the organization and specifically to the transitioning wounded warriors. The work involves studies of operating processes and procedures to assess and subsequently refine the productivity, effectiveness, and efficiency of program operations. The issues involved may cross organizational lines or geographical areas. The studies performed could affect the operating methods of the managerial processes of the organization.
PERSONAL CONTACTS

Contacts are with Commander, Navy Installations Command and Staff, senior military, and civilian officials as well as managers at various levels within private industry. Personal contacts include a variety of management officials and representatives of public or private agencies, and contractor representatives and business agents. Contacts range from military and civilian personnel within the NRH. Contacts take place in scheduled meetings and conferences, and during briefings that often require extensive preparation of material and technical familiarity.
PURPOSE OF CONTACTS

The purpose of contacts is to advocate for funding, policy, and support of NRH program objectives. Such contacts are usually unstructured and established on an irregular basis, and may occur at the incumbent's workplace, in the field or at other locations available to the persons contacted. The incumbent develops approaches to reach a mutual understanding of a situation.
Contacts are via written correspondence, in person, telephonically, or through electronic media. The incumbent must develop and facilitate strong working relationships with organizations such as the Veteran's Administration, Department of Labor, and the United States Coast Guard.
PHYSICAL DEMANDS

Work is primarily sedentary in nature, although fieldwork may be required.
WORK ENVIRONMENT

Work is performed in a normal office setting.
OTHER REQUIREMENTS

Must have or be able to obtain and maintain a Secret Security Clearance.
Occasional travel of less than 10% may be required.
