Under general direction, designs, implements, and monitors company occupational health and safety programs and policies to ensure compliance with federal, state, and local health and safety regulations. Maintains safety equipment inventory, performs periodic safety inspections, monitors hazardous waste removal vendors, and may assist in consolidating hazardous wastes (chemical, radioactive, and/or medical). Monitors environmental compliance and maintains liaison with appropriate regulatory agencies. Provides environmental expertise on large, complex projects. Role typically requires between 5 and 8 years of experience.
POSITION SUMMARY:
The Regional Environmental Manager is responsible for protecting employees and the environment and leading environmental compliance activities. They will develop, implement, and maintain company policies adhering to local, state, and federal environmental regulations and permits at their assigned repair shop locations. Responsible for conducting environmental inspections, training, and reporting in compliance with company policies, permits, environmental regulations and keeping abreast of any changes to laws and regulations that impact the organization.
This position will be responsible for 2 repair shop locations - Cleveland and Sheldon.
Primary responsibilities and/or essential functions include, but are not limited to:
- Conducts hazardous waste, SPCC, and other required inspections.
- Ensures compliance with Title V Air Permit.
- Manages waste profiles, Texas Waste Codes, coordinates disposal, and maintains documentation.
- Maintains and updates environmental plans.
- Completes environmental reports.
- Tier 2, Waste Summary, P2, Air Permit Compliance Reports, emissions inventory
- Acquires and maintains a Texas STEERS account for compliance and reporting.
- Monitors and maintains permit recordkeeping documentation.
- Conducts environmental training for shop employees.
- Participates in regulatory inspections and responds to notices.
- Coordinates or conducts wastewater and waste sampling.
- Supports tank car cleaning and wastewater pretreatment operations.
- Assists in environmental projects as needed.

- Conducts facility walks and inspections to identify environmental concerns.
- Integrates environmental compliance into shop operations.

- Works with employees to understand environmental hazards.
- Self-motivated and able to work independently to manage schedule and complete tasks.
- Team player and ability to build relationships with all levels of shop operations.
EDUCATION/EXPERIENCE/QUALIFICATIONS:
- Bachelor's Degree in Environmental Science, Engineering or related field required.
- Minimum of 5 - 7 years of related work experience.
- Preferred qualifications: Have or the ability to become a Certified Hazardous Materials Manager (CHMM), Engineer-In-Training (EIT), Professional Engineer (PE), or Professional Geology (PG) a plus.
- Knowledge of federal, state and local environmental regulations.
- Strong research and analysis skills with a passion for problem solving.
- Advanced knowledge of scientific principles and ability to perform calculations.
- Proficient with MS Office with the ability to learn new software or reporting tools.
- Strong project management: can set priorities, meet deadlines, and manage multiple projects concurrently.
- Tenacity for identifying opportunities for improvements and developing solutions.
