Under the direction of SE Region's Proprietary Manager, this position provides analysis and consultative services to resource managers and field staff on archaeology and cultural resources. This includes coordination with tribal representatives, and state and federal agencies including the Department of Archaeology and Historic Preservation (DAHP) to help guide the management of cultural resources on state lands.
As a critical part of the team, you will provide information on programmatic compliance with the Policy for Sustainable Forests, State Lands Habitat Conservation Plan, WA Forest Practices Rules, Governor's Executive Order 21-02, and other policy and legal direction. Conducts cultural resource surveys, develops resource protection plans, documents all results, coordinates efforts with cultural resource technicians, and submits documentation for approval from DAHP. Trains and oversees other personnel in the survey, sample collection, field evaluation, and reporting work. Gathers and evaluates sample data; formulates and justifies conclusions and recommendations. This may include the production of teaching modules, guidance documents, planning, archaeological predictive models, standard practice memoranda, and procedure and policy development. When necessary, provides oversight and assistance in contract preparation and administration to contract cultural resource consultation services to outside contractors, as well as assistance with tribal consultation.
Duties
Responsibilities:

• Preparation of cultural resource management plans as necessary and requested by Tribes.
• Responsible for performing cultural resource surveys, site protection plans, and report writing in support of region projects to meet current DAHP standards. (This requires intensive field reconnaissance and sound background research.)
• Performs archaeological and cultural resources research requiring ingenuity in the application of techniques.
• Defines the research project, and consults with program and region management to determine: needs, goals, and objectives.
• Conducts field surveys, analyzes and records field conditions; sets the parameters of the study and writes professional survey reports for approval from DAHP for inclusion in WISAARD.
• Coordinates and implements archaeological and cultural resources activities resulting from research findings.
• Provides programmatic direction to resource managers and Department field personnel.
• Coordinates and collaborates with cultural resource agencies and tribes: collaborators may include federally and unrecognized tribes, federal and state agencies, non-governmental organizations, and potentially private entities.
• Remains current on relevant literature in this professional field.
• Review, comment, and advise on local, state, and federal agency proposals dealing with cultural resource management.

Qualifications
Required Qualifications:

• A Master's Degree in Archaeology, Anthropology, cultural resource management, or other closely related field.
• 1 year of full-time, professional experience or equivalent specialist training in archaeological research, administration, or management
• At least 4 months of supervised field and analytic experience
• 1 year of professional supervisory level experience in the study of archaeological resources of the historic period.
• Demonstrated knowledge of federal and state cultural resources laws and regulations.
• Demonstrated knowledge of archaeological field research methods and scientific report writing.
• Demonstrated knowledge of state archaeological and historic Inventory Information, DAHP database.
• Demonstrated commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.
• Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.
• Demonstrated ability to Identify archeological and cultural resources in the field and help design land management activities to minimize or avoid Impact.

Special Requirements and Conditions of Employment:

• The position's assigned duty station is the Southeast Headquarters in Ellensburg, WA. Position requires both office (60%) and fieldwork (40%). Duty assignments will primarily be in the Southeast Region, however, depending on the needs of the Region, Division, or Agency assignments may occur outside of the Southeast Region. Position requires work on uneven broken terrain in various weather conditions using the necessary tools and equipment to conduct tasks.
• Frequent overnight travel is required for management and oversight of the Region's natural areas. Occasional travel outside of the Region is also required for temporary assignments, meetings, training sessions, and fire assignments.
• A valid unrestricted driver's license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

• Knowledge of DNR cultural resource-related programs, policies, and procedures.
• Knowledge of principles of training, contracting, negotiation, and planning.
• Knowledge of GIS systems and ability to read/create/display spatial Information in ArcGIS.
• Experience using cultural resource predictive models.
