MINIMUM TRAINING & EXPERIENCE
An Associate Degree in recreation, physical education, or a related field plus 4 years of experience in recreation programs or a High School Diploma/GED and 10 years of experience in recreation programs required. Four (4) years of customer service experience working with internal and external customers required. Must be proficient in MS Office Suite and have Must possess experience with recreation software for registration and rentals. Must possess a valid Florida Driver's License and maintain an acceptable, safe driving record.
Preferred candidates will have or possess:
  • Experience in local, city or county recreation programs
  • National Recreation & Parks Association (NRPA) Certified Park and Recreation Professional (CPRP) certification
  • Experience using Vermont System's RECTRAC
  • CPR, AED, and First Aid certifications

EMERGENCY DECLARATION STATUS
Code 2: Non-essential employees will not be required to work during a declared emergency but may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency. On an incident by incident basis, the employee's Department Head will make the determination when the employee will be required to work.
GENERAL STATEMENT OF JOB
Under general supervision, performs lead recreation work coordinating and overseeing activities in the Recreation Department. Work involves supervising activities at the Community Centers, Aquatic Center, and coordinating organized sports leagues, programs, camps, or special events. Employee is also responsible for supervising Recreation Aides, camp staff, volunteers and participants in various recreation and athletic programs and events, overseeing proper use and maintenance of recreational equipment and facilities, and receiving and recording requests to reserve recreation facilities. Employee is also responsible for leading recreational programs and training programs for subordinates and volunteers, for ensuring safe and proper play and competition during athletic and sporting events, preparing, and submitting purchase orders and check requisitions, and collecting fees from program participants, making bank deposits, etc. Reports to their designated Recreation Supervisor.
SPECIFIC DUTIES & RESPONSIBLITIES
ESSENTIAL JOB FUNCTION
Plans, coordinates, and evaluates a variety of recreation programs and activities provided at the Community Centers and other recreation sites; contacts and interacts with program participants, special interest groups, and other organizations who co-sponsor special events.
Coordinates and supervises City-sponsored recreation and athletic programs and events for all age and sex groups; leads such programs and/or arranges, schedules, and secures necessary instructional and supervisory personnel to carry out such programs.
Supervises activities of Recreation Aides, volunteers and other workers assigned to the Recreation Department ensuring adherence to established policies, procedures, and standards; assists in the training of newly hired staff and/or volunteers; assists and advises subordinates, as necessary, resolves problems as non-routine situations arise.
Observes recreation and athletic events and games for safety, quality of competition, proper use of equipment and facilities, and sportsmanship; assists, advises, and counsels program participants as necessary to ensure safety and sportsmanship.
Performs First Aid on injured program participants or volunteers, seeks further medical assistance as necessary and prepares injury reports.
Coordinates youth and adult leagues; collects fees, records collections and issues receipts; prepares bank deposit of monies received and makes the deposits; conducts team captain and registration meetings; drafts league schedules; order and present league trophies and awards; ensure proper payment to league officials; maintain standings for all leagues; set up post season tournaments; order all necessary supplies and equipment for leagues.
Maintains attendance records of Community Center classes; collects fees, records collections, and issues receipts. Balances fees received against attendance records; prepares check requisition for proper payment to class instructors in a timely manner.
Operates a point-of-sale computerized system to record receipt of monies taken in for rentals and activities.
Prepares and monitors purchase orders and check requisitions for necessary supplies, materials, and equipment, and submits to supervisor.
Maintains records concerning vending machines; tallies monies; verifies amounts from invoices; prepares check requisition to pay appropriate vendors.
Supervises, conducts and/or assists in all special events; obtains chaperons and DJs for dances; set up special games for youth during breaks from school; recruit volunteers and assist Parks & Recreation staff with special events.
Ensures that Community Centers and other designated facilities are properly secured at end of business day; turns off lights and heating/air conditioning unit; ensures proper return and storage of athletic equipment.
ADDITIONAL JOB FUNCTIONS
Primary informational contact for the National Youth Sports Coaches Association online registration and certification classes; ensures that youth coaches in the City have the opportunity to be certified in their particular sport.
Develops, plans, organizes, and promotes the activities of assigned programs which includes the payments, purchasing of supplies, prizes, etc., publicity, and determining costs to stay within budget constraints.
Performs other related work as required.

Health Insurance: Health care plan options include HDHP, OAPIN and OAP through Cigna.
Dental Insurance: Dental coverage is offered in three plans that include DHMO & PPO High/Low plans.
Vision Insurance: Vision coverage includes an annual eye exam, frames and lenses or contact lenses in lieu of eyeglasses.
Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employee's cost up to the Guaranteed Issue amount of $250,000.
Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employee's cost.
Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.
Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period.
Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.
Holidays: 10 holidays, 1 birthday holiday and 1 anniversary holiday.
Paid Leave: Accrue 96 hours of vacation per year, accrued hours increase after 10 years of service based on years of service. Accrue 96 hours of sick leave per year.
Tuition Reimbursement: Upon completion of the initial probationary period, employees are eligible for tuition and book reimbursement for college level courses for Associate's, Bachelor's and Master's Degrees. (Currently frozen due to budget)
