Description

The Energy Facility Site Evaluation Council (EFSEC) provides environmental and safety oversight of approved facilities. EFSEC provides one- stop permitting for large energy projects in Washington, including nuclear facilities, thermal energy generation, fossil fuel, wind, and solar power plants, green hydrogen, biofuel refineries, oil refineries, natural gas storage fields, clean energy product manufacturing facilities, storage facilities, and qualifying pipelines and transmission lines.
Schedule: This position is currently hybrid with remote and in-office options. There may be occasional required in-office time as needed. (This may move to more in-office time in the future).
What you will be doing:You will provide managerial oversight for the Statewide EFSEC Records Center and serve as the Statewide records coordinator for the agency. You will work closely with agency Directors, Council Chair and members, clients, contractors, Tribal Governments, local and municipal Governments, the legislature, and public. You will be ensuring all aspects of program oversight and consistent application of laws to meet EFSEC's statutory requirements for records storage, retention, disposition, destruction, and compliance with the Public Records Act under RCW Title 42.56, implementation of a new ECM records management system, and contracts associated with the adjudication and support of proceedings, This position is the designated public records officer for EFSEC representing the agency in all contacts with the Records Management Office and State Records Committee, and may act as a litigation hold lead manager.
*This position supports the State's goals of a carbon neutral electrical grid by 2045.*
Who we are:
EFSEC was created in 1970 to provide "one stop" siting and permitting for large energy projects. By establishing the Council, the state legislature centralized the evaluation and oversight of large energy facilities within one state agency. The legislature cited the necessity of balancing the need for new energy facilities with the broad interests of the public. As part of the balancing process, the Council must take into account protection of environmental quality, the safety of energy facilities, and concern for energy availability.
The Council's responsibilities are listed in the Revised Code of Washington (RCW) 80.50. These responsibilities include siting large natural gas and oil pipelines, thermal electric power plants that are 350 megawatts or greater and their dedicated transmission lines, new oil refineries or large expansions of existing facilities, and underground natural gas storage fields. Energy facilities of any size that exclusively use alternative energy resources (wind, solar, geothermal, landfill gas, wave or tidal action, or biomass energy) can opt-in to the EFSEC review and certification process as with certain electrical transmission lines. EFSEC's authority does not extend to hydropower plants or thermal electric plants that are less than 350 megawatts.
For facilities under its jurisdiction, EFSEC has been delegated authority by the United States Environmental Protection Agency to issue permits under the Federal Water Pollution Control Act and the Federal Clean Air Act. EFSEC also ensures that effective and coordinated nuclear emergency response plans are in place and satisfactorily tested for the Columbia Generating Station nuclear power plant located on the Hanford Site in central Washington.
Duties
Some of what you'll do includes:
  • Administer statewide program for records management, to include supervision of staff and resources, managing partnerships, stakeholder involvement and coordination of multiple roles
  • Serve as the agency records officer and expert involving all aspects of records management for the agency
  • Manage the contract(s) for adjudications and support to ensure sufficient resources and quality of services are being met for adjudications related to energy facilities under the jurisdiction of EFSEC
  • Work closely with EFSEC leadership, the Council and Chair, stakeholders and government/non-government agencies and Tribes. Testifies before the Legislature, Administrative Hearings, EFSEC Council, and public hearings
  • Coordinate with internal and external stakeholders (e.g., state, local, and /or tribal governments) to meet scope of work and deadlines

Qualifications
REQUIRED:
Bachelor's degree in Business Administration, Public Administration or a closely related field
AND
Three (3) years of professional experience managing or administering programs related to records management.
OR
An Associates degree in Business or Public Administration or closely related field
AND
Five (5) years of professional experience managing or administering programs related to records management.
*Experience may substitute for education totaling seven (7) years
PREFERRED:
Five (5) years of experience with records management to include storage, retention schedules, PRA fulfillment of requests and records systems.
