POSITION RESPONSIBILITIES
Note: All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Process Land Use Applications, using the Realty Technical Services preliminary checklist to assign a case number, set up case in BPA's Land Information System (LIS), conduct preliminary research, gather applicable maps, prepare Land Use Review Request (LURR), and prepare and transmit case file to appropriate Realty Specialist (RS).
Verify legal descriptions for accuracy, consistency, and correct formatting for a variety of legal documents prepared by RS.
Draft land management, legal, and other documents validating legal descriptions and formatting accuracy for BPA Realty Specialists to review and approve. Utilize existing document templates and established processes to draft necessary documents. Recommend modifications to document templates to accommodate unique situations.
Support Realty Specialists by mailing and obtaining Permission to Enter Property (PEP) forms for all project related activities.
Provide courthouse real estate research, including ownership, land rights, property descriptions, zoning, land use planning, etc. Provide support by creating name and address lists used for landowner notifications, PEP forms, etc.
Research and identify *** (BPA) property rights and private property ownership for Realty Specialist review and use.
Research and gather BPA acquisition vesting documents, BPA land use permits, engineering and survey maps, assessor's plats, subdivision plats, and miscellaneous property ownership information for Realty Specialist review and use.
Perform field work supporting RS in conducting acquisition activities, delivering documents for signature by landowner, crop damage inspections, documenting the certificates of inspection and possession, and collecting field data as needed.
Verify that necessary exceptions are included with title report provided by Real Property Operations team for project-related activities.
Request Title Certificates if missing from Preliminary Title Reports (PTR).
Enter data in LIS and Real Property Management System (RPM).
Prepare and deliver Notice of Rights Released (NORR) and Notice of Rights Secured (NORS) documents, and review for accuracy and completeness; correct or research and obtain any missing data, such as Landowner name, address, and phone, tracts listed in correct order, accurate rights-of-way widths, applicable TER ID, Project, date. and complete team list, etc.; prepare for closing.
Complete Land Rights Reviews (LRR) using information provided in LIS and Application Extender.
Prepare acquisition packages and review them for clerical and formatting errors and confirm all necessary acquisition documents are supplied.
Work with applicants to provide adequate information on land use applications to include site visits, property owner meetings, and other field research as required.
Using the Case Closing Checklist, close Land Management case files and prepare file for closing transmittal, to include purging the file when case is complete, input, update, and verify information is in LIS, and prepare closing sheet.
Utilize various county internet web sites, LIS, ProjectWise, Transmission Line Maintenance (TLM) APPS, as well as ApplicationXtender.
Receive application fees and process as appropriate.
Answer telephone and respond to real estate questions from the public including landowners, developers, public agencies, and utility companies, regarding documented policy of proposed uses of BPA's rights-of-way. Typically, these assignments will be general in nature but can be responded to with assistance of a Supervisory Realty Specialist if more complex.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes. Provide clerical support to managers and management staff.
Draft and edit a variety of related materials, including documents, letters, and memorandum using Word or other Microsoft products.
Perform copying, mail delivery, faxing, report collations, and document assembly.
Provide training for newly assigned CFTE and/or BFTE personnel as related to Right of Way, Land Management & Acquisition processes/procedures and tasks currently identified within this API.
Training is expected to include:
Duties of a Realty Technician II.
Training will be situational and to the extent needed to establish proficiency for newly assigned personnel.
Training will be in conjunction with normal API activities and will not require extensive preparation or resources.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
High School Diploma is required.
Associate degree is preferred.
5 years of property management, real estate, title review or related work experience is required.
Course work or experience related to Real Estate principles, practices, precedent cases, and comprehension of the technicalities of government real property procedures, rules and regulations is required.
Note: Matrix and resume should detail any course work or experience related to Real Estate principles, practices, precedent cases, and comprehension of the technicalities of government real property procedures, rules and regulations. Provide a list of the specific course work/classes being claimed as "qualifying”, including a list of specific hours for each class and the name of the education institution where the classes were taken (for example: Courses taken at Portland State University: Real Estate Principles USP 233 - 3 semester hours; Real Estate Law USP/RE 438 - 3 semester hours, etc.). Must provide a crosswalk or reference in the education/experience portion of the qualifications matrix that points back to the coursework info provided in the resume.
Required Technical Skills & Experience (required on matrix)
Professional knowledge of the principles, practices, techniques, and underlying concepts of Real Property Services, which may include Geospatial Services, Survey and Mapping, Real Property Field Services, Realty Support Services, or experience coordinating projects that include these support services.
Knowledge of real estate documents including but not limited to: Warranty Deeds, Deeds of Trust, Mortgages, Quit Claim Deeds, Liens, property title reports, and assessor/treasurer property information reports.
Preferred Skills & Experience (optional on matrix)
Ability to proofread documents and write in plain language.
Additional Requirements (not required on matrix)
Valid U.S. Driver's License is required.
First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification.
Notary License/Commission/Appointment for the state of OR or WA is required within 60 days of assignment start.

Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating. Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.
Additional PPE required by State or Federal OSHA for the work being performed. Refer to Ad-hoc PPE Requirement Appendices.
Hazards & Risks
Position requires frequent walking, bending, and stooping.

Training Expectations (Worker is expected to keep current on the latest technologies and skills required for the position.)
Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

CFTE MUST sign NDA (Non-Disclosure Agreements) at beginning of assignments.
CFTE MUST complete annual Information Security and Privacy Awareness training.
CFTE MUST complete and pass background investigations of an appropriate level.
Acquisition Planning / Source Selection
CFTE are not permitted to serve as "voting” members for acquisition selections.
All purchasing decisions MUST be made by appropriate federal personnel (Contracting Officers).
All acquisition documents (requirements,
SOW's, evaluation criteria, etc.) MUST be reviewed, finalized and approved by appropriate BPA federal personnel.
ONLY Contracting Officers are authorized to obligate BPA funds.
Agency / Org Planning
All drafts, documents, materials and recommendations, MUST be reviewed, finalized and approved by appropriate BPA federal personnel.
Budget / Finance Prep
ONLY Federal Employees may determine budget priorities & allocations.
BFTE MUST control, and finalize / approve ALL budgets and related documentation, including that for projects, programs and Organizations.
Contract Management
ALL Contractual documents, including invoices MUST be finalized / approved by appropriate Federal personnel.
All contract related decisions (modifications, changes, performance) MUST be determined by appropriate federal personnel (CO's).
Decision Making
CFTE may provide input and recommendations to decision-makers.
ONLY appropriate federal personnel may make decisions which obligate BPA resources or to a specific course of action.
Direction & Control
(directing BFTE)
CFTE are not permitted to direct the actions of federal employees (BFTE) or have any control or input into their performance.
Work of BFTE MUST be assigned by federal manager, supervisor, Program / Resource manager or other appropriate designee.
Disposing Govt. Property
ALL decisions regarding the disposal of BPA property MUST be made by appropriate federal personnel; and, all property dispositions MUST be directed and controlled by the Investment Recovery Center (IRC).
Dissemination of Agency/Policy Information / Training
All training and any information that is to be disseminated MUST be either 1) per established policy, process, procedure, or practice; or, 2) reviewed, finalized and approved by appropriate BPA federal personnel.
Inspection / IT Testing
Processes and procedures MUST ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).
HR Support
CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).
ALL work products MUST be reviewed and finalized by appropriate federal employees.
Policy Development
BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.
Interpretation of Policy/Regulations
ONLY BPA federal employees MAY determine the applicability and interpretation of regulations.
CFTE are not permitted to "interpret” regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.
Representing BPA
Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.
CFTE MUST receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
