TITLE: REAL-TIME PAYMENTS ANALYST
STATUS: NON-EXEMPT
REPORTS TO: MANAGER - REAL-TIME PAYMENTS
DEPARTMENT: REAL-TIME PAYMENTS
JOB CODE: 11242
PAY SCALE: $26.76 - $27.25 HOURLY
GENERAL DESCRIPTION:
This position supports the design, development, implementation, and ongoing business needs and operations of the real-Time Payments platform and network. Assists with the daily operations of the department including, but not limited to, reconciliation, settlement, risk mitigation and fraud detection, validation, reporting and documentation. Primarily responsible for supporting the day-to-day servicing of the platform including reviewing failed transfers. Identifies and recommends program and platform enhancements to management.
TASKS, DUTIES, FUNCTIONS:
  1. Support the development, implementation, and ongoing operations of the real-Time Payments platform and Zelle. Responsible for establishing and performing operational procedures to support real-Time Payments.
  2. Participate in projects related to real-Time Payments as a subject matter expert and provides guidance to inform product/service delivery.
  3. Perform frequent system monitoring, including reviewing transactions for risk, fraud, and member experience enhancements. Identify and flag suspicious or fraudulent transactions and take appropriate action to protect impacted accounts. Support dispute resolution for fraudulent transactions.
  4. Process, balance, and settle the real-Time Payments platform and Zelle daily. Ensure all critical timelines are met.
  5. Perform quality control reviews and report defects internally to technical teams.
  6. Complete department tickets and research requests and respond to complaints in a timely manner.
  7. Participate in disaster recovery events and identify risks in processing procedures.
  8. Maintain documentation on system settings and develops test scripts, desired outcomes, and implementation dates and procedures for system changes.
  9. Document and perform testing on the platform for enhancements. Review upcoming features and enhancements to avoid negative system impacts.
  10. Research and stay up-to-date on industry best-practices, and proposes program enhancements to increase adoption. Identifies opportunities and makes recommendations to reduce losses.
  11. Maintain a thorough understanding of state and federal laws and regulations related to credit union compliance, including bank secrecy and anti-money laundering laws.
  12. Collaborate with various internal teams including IT, Digital Channel Delivery, Marketing, Payment Operations, and others to ensure operational excellence of the real-Time Payments platform, and support initiatives to increase awareness and penetration.
  13. Prepare and maintain department statistics and reports. Perform queries using various data management tools.
  14. Perform any other duties or special requests as assigned.

PHYSICAL SKILLS, ABILITIES, AND EXERTION UTILIZED IN THE PERFORMANCE OF THESE TASKS:
  1. Strong oral and written communication skills required to train staff and represent Golden 1 management in all communications.
  2. Must possess sufficient manual dexterity to skillfully operate an online computer terminal and other standard office equipment, including a typewriter, adding machine, personal computer, facsimile machine, and telephone.

ORGANIZATIONAL CONTACTS & RELATIONSHIPS:
  1. INTERNAL: All levels of staff and management.
  2. EXTERNAL: Members, vendors, Banks including the Federal Reserve, suppliers, and government agencies, industry peers.

QUALIFICATIONS:
  1. EDUCATION: Successful completion of High School curriculum is required. Bachelor's Degree preferred or equivalent work experience.
  2. EXPERIENCE: Five years or more of experience working on a payments team at a financial institution. At least two years' experience in planning, developing, and coordinating projects desired. Experience developing, implementing, or working with a real-Time Payments system highly desirable.
  3. KNOWLEDGE/SKILLS:
    • Strong communication skills, including the ability to make objective observations, examinations, evaluations, and recommendations.
    • Strong leadership skills.
    • Organizational and time management skills.
    • Project and team management skills
    • Auditing, data processing, and general business administration.
    • Knowledge of State and Federal regulatory requirements as related to areas of responsibility (for example: Reg E, Reg D, Reg CC, Federal Reserve Bank, government agencies and general banking rules).

PHYSICAL REQUIREMENTS:
  1. Prolonged sitting throughout the workday with occasional mobility required.
  2. Corrected vision within the normal range.
  3. Hearing within normal range. A device to enhance hearing will be provided if needed.
  4. Occasional movements throughout the department daily to interact with staff, accomplish tasks, etc.
  5. Minimal travel throughout the United States to evaluate technology. Moderate local travel by car or public conveyance required to attend seminars, conferences, and meetings.
  6. Occasionally long work hours may be required to accomplish tasks.
