Northrop Grumman’s Payload and Ground Systems Division is seeking an individual for Rates & Budgets Manager 3, to join our team of qualified, diverse individuals. This position will support our Payload and Ground Rate Segment within Payload and Ground Systems Division. This position would preferably be located in Linthicum, MD and will be onsite. Minimal travel will be required.
This position is responsible for the following work responsibilities:
- Management of staff responsible for the various functional/home room indirect budgets including daily management of activities, training, and guidance
- Manage the Payload and Ground Systems Rate Segment functional budgets
- Coordinate with functional and Executive level budget holders to plan their departments, providing insight into budget vs actual performance, and submitting a monthly indicated final forecast
- Lead the team in completing and monitoring the annual budgeting of the FPRP (Forward Price Rate Proposal) for the entire rate segment
- Support executive reviews of rate segment performance, and perform frequent ad-hoc analysis for senior leadership pertaining to forecasted changes in business performance and changes in allocations
- Provide support for all audits by internal and external auditors (DCMA/DCAA, Internal Audit, and D&T)
- Support the ERP system updates to cost structure required to support rate calculations
- Enforce rates policies and procedures, ensure rate segment compliance with internal SOX controls, and educate peers (both financial and non-financial) about compliance guidelines
- Provide guidance on complex color of money and allow ability questions
Basic Qualifications:
- Bachelor's degree or higher with 10+ years of industry related experience in finance, accounting, or program control - OR - a Master’s degree with 8+ years of experience.
- Government, Defense, or Aerospace industry experience
- Understanding of Government Cost Accounting Standards (CAS) and the Federal Acquisitions Regulations (FAR)
- Highly proficient in Microsoft Office
- Strong analytical, leadership, communication, and organizations skills
Preferred Qualifications:
- Leadership experience
- Rates and Budgets experience
- Experience with Cognos TM1 Financial Forecasting System
- Experience with Cobra Earned Value Management System
- Experience with SAP ERP 1
