Quality Improvement/Data Analyst OPTIC

PAY SCALE: $68,250.00 - $86,625.00, exempt position.

FTE: 1.0 FTE (40 hours per week).

TITLE: OPTIC Quality Improvement/Data Analyst

REPORTS TO: Director of Training and Outreach

DEPARTMENT: Oregon Peer Training & Innovations Center (OPTIC)

Job Summary: This full-time Quality Improvement/Data Analyst is responsible for the implementation and analysis of data, reporting, and quality improvement operations throughout the OPTIC department. Key responsibilities include the gathering, analyzing, and reporting of data used to maintain training programs, acting as a database administrator and the management of database operations throughout relevant platforms, presenting recommendations for quality improvement to leadership, and implementing operational and service delivery improvements across the OPTIC department.

Duties and Responsibilities:

  • Develop systems for managing and tracking data quality, service delivery standards, and reporting. Collaborate with leadership in developing and utilizing program evaluation frameworks that assess strengths and identify areas for improvement.
  • Apply and integrate up-to-date quality management, data analytics, program evaluation, and other knowledge management and informatics tools to the work of the OPTIC Department.
  • Develop, maintain, and analyze data assuring data integrity and accuracy. Analyze information and synthesize reports across OPTIC Department, including reports that are required by grant partners, internal service delivery reports, and ad hoc reports. Present data in an effective and understandable way and assist others in understanding how data can be used to lead improvement.
  • Conduct basic to advanced analysis of key metrics and program data to identify trends, make predictions, and calculate targets related to training. Provide strategic recommendations to leadership based on data and analysis.
  • Provide information and data support for quality improvement initiatives focused on training programs. Collaborate with directors and managers to improve the implementation of quality improvement processes.
  • Maintain up to date knowledge and high proficiency of multiple databases and platforms used throughout MHAAO including, but not limited to, JotForm, LearnWorlds, RealD platforms and Microsoft.
  • Collaborate with directors and contractors/funders regarding reporting, database utilization/capacity, and data quality.
  • Develop physical and electronic forms related to documentation, consent forms, due diligence, Standards of Practice, applications, and other forms/releases/waivers related to training services,
  • Oversee the collection and maintenance of data and records related to OPTIC department, including the storage of historic data in compliance with Oregon Administrative Rules and other certifying bodies.
  • Maintain an understanding of service delivery methods and measures across OPTIC department and collaborate with directors on policies, procedures, and standards related to data and record operations.
  • Conduct regular audits of data quality and training statistics by cohort and staff at least quarterly and as deemed needed by Director of Training & Outreach. Prepare and support data, compliance, and reporting aspects of external audits.
  • Support the Director of Training & Outreach with PWS Training becoming a Nationally Approved Training course, outreach to other states and maintaining certifications data requirements.
  • Assists with other quality improvement and data projects as assigned.

Skills and Knowledge Required:

  • 3-5 years of combined experience in the field of mental health and/or addictions recovery, program coordination, quality improvement/assurance, program evaluation, data analysis, and technical support experience, required.
  • Bachelor’s degree or higher in related field, or equivalent experience, preferred.
  • High proficiency in utilizing operating systems and software related to the gathering, tracking, and analysis of services delivery and program administration data including Electronic Health Record technologies, Excel, Microsoft Operating Systems, Android OS, and Apple iOS
  • Demonstrated knowledge of HIPAA and 42 CFR Part 2
  • Demonstrated success at working effectively in a diverse, collaborative team environment, with skills in promoting inclusion and cultural responsiveness.
  • Experience in collaborating with organizational leaders and community partners to identify shortcomings in the organization and in building partnerships to improve outcomes.
  • Excellent communication, trauma informed approach and conflict resolution skills.
  • Ability to maintain high professional standards at all times with staff and community partners.

Ideally have lived experience of mental health and addiction recovery. Possesses an absolute belief in every person’s ability to learn, grow and recover. Possesses insight pertaining to personal biases and worldview and how they may interfere with effectively working with individuals representing a variety of cultural, ethnic, language and life experiences.

Amount of Travel: Regular travel via car. A valid Oregon Driver’s License and proof of vehicle insurance is required.
