RECRUITMENT: The State Highway Administration's (SHA) Office of Information Technology (OIT) is recruiting for aQuality Assurance Testing Manager (IT Quality Assurance Supervisor) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy or function only. Nature of Work: The Quality Assurance Testing Manager resides in the OIT Software Development Unit and provides supervision to the Quality Assurance team. The Quality Assurance Testing Manager is responsible for testing new and modified software applications and system enhancements to ensure that they meet functional and technical requirements and Quality Assurance standards. Additionally, the position will work with the Project Management Office (PMO) section, customers, and Application Development section to assure quality testing and training of agency technology and its changes.
This position requires cooperative and effective work with the agency management and other staff to ensure that system projects, priorities and System Design Life Cycle (SDLC) phases reflect and complement the priorities of the SHA OIT.

Qualifications
Minimum Qualifications:
Education: Possession of a bachelor's degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field including course work in systems analysis and programming, operating systems or data processing Quality Assurance.
Experience: Three (3) years of experience designing, developing, implementing and maintaining applications systems and programs using third generation or other generally accepted computer programming languages.
Selective Qualification: One and a half (1.5) years of the required experience must include software testing and/or the management of software development.
*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities). No substitutions are allowed for a selective qualification.
Preferred Qualifications:
The ideal candidate should possess the following:
  • Experience solving IT problems
  • Experience with supervising IT staffs
  • Software testing certifications
  • Experience in using Agile, SCRUM, and/or Iterative Methodologies
  • Experience in using Microsoft Azure DevOps
  • Experience in researching and providing recommendations for future technologies

Notes:
1. Thirty credit hours from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field including coursework in systems analysis and programming, operating systems or data processing Quality Assurance may be substituted for the required education.
2. One additional year of experience designing, developing, implementing and maintaining applications systems and programs using third generation or other generally accepted computer programming language may be substituted for the required education.
3. Experience operating multipurpose, multitasking computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on multipurpose, multitasking computer systems; or evaluating, implementing and maintaining microcomputer hardware and software; or converting data from project specifications by developing program code using third generation or other generally accepted computer programming languages may be substituted for high school on a year for year basis.
