Quality Assurance Specialist

The Department of Health Services (DHS) Division of Public Health (DPH) is recruiting for two Quality Assurance Specialists within the Office of Health Informatics (OHI). The Office of Health Informatics (OHI) in the Division of Public Health (DPH) is responsible for supporting data collection, performing analysis on public health data, and examining the relationships of that data with other data and data sets. Data is collected in support of many state and national public health programs.

DPH works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.

These positions offer the option to work remotely up to 5 days per week or work out of one of the DPH central or regional offices. The employee must be able to establish a private workspace if working remotely. This schedule may vary based on training or operational need.

As the Quality Assurance (QA) Specialist, you will be responsible for ensuring that software development and enhancement of public health information systems meets the standards and requirements of our customers. You will provide analysis, development, testing, and deployment of testing scrips for internal software development and/or for third party vended solutions. You will ensure that testing protocols support the quality management program goals, and that staff executing test plans are appropriately trained and monitored. Additionally, you will refine internal and external quality standards, metrics and associated targets for assessing development processes and QA effectiveness, supporting continuous quality improvement.

You will also provide support with standard QA and Test Management procedures in alignment with development and implementation processes and methodologies across OHI. This would include developing technical procedures, testing methodologies, and establishing and monitoring metrics, checklists, and standards used across projects and programs. These positions will recommend and refine quality standards, metrics, and associated targets for assessing development processes and QA effectiveness while supporting continuous quality improvement goals.

The starting pay is between $41.00 to $45.95 per hour (approximately between $85,200 and $95,500 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction. These positions are classified as IS Business Automation Specialists and are in pay schedule and range 07/33.

For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work options. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for these positions, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Minimally qualified applicants will have all of the following:

• Experience with software development methods and processes and how Quality Assurance techniques can support them.
• Experience administering a software testing program that supports multiple users (e.g., hands on testing, developing test scripts, analyzing test plans and results, etc.)
• Experience with current development technologies related to client-server, Internet, Web, and databases.
• Experience with business requirements, definition principles, practices, and techniques.

Well-qualified applicants will have one or more of the following:

• Experience with Katalon testing software or similar testing applications.
• Experience using JIRA or other similar project management tools.
