Position Title:Quality Assurance Representative
Location: Everglades Agriculture Area, Palm Beach County, Florida
Salary Range: $55,000-$65,000 DOE
Period of Performance: 12 months
Project Solutions Inc. is seeking an experienced Quality Assurance Representative for an exciting opportunity in Palm Beach County, FL with a project for the U.S. Army Corps of Engineers. Project/Position Overview:
The project involves construction of approximately 7.0 miles of an 8.2 miles-long seepage canal, maintenance road, and Inflow-Outflow Canal within the Everglades Agricultural Area (EAA) stockpiling of excess muck soils and excavation materials and incidental related work. The work also included clearing, grubbing, de-mucking, foundation preparation, installation of a seepage cutoff wall, canal backfilling, blasting, and all incidental related work to prepare approximately 15.3 miles of foundation for a 17.3-mile-long embankment dam.
Surface and subsurface water management are required to conduct work in the dry, in a neat and orderly manner, and involves construction of the 6,500-acre A-2 Stormwater Treatment Area (STA) and associated project features which include, canals, Pump Stations, Inflow, Outflow, Discharge, Spillway, and Culvert Structures, Levees, and Earthwork.
Responsibilities and Duties:
  • Serve as a Senior Inspector on complicated issues concerning the construction of a major civil works project. All the projects will require a thorough knowledge of the safety requirements.
  • Review plans, specifications, water district codes, sewer district codes, railroad regulations, building codes, industry standards, regulations, technical manuals, etc., to become thoroughly familiar with job requirements to assure compliance.
  • Analyze problems and review and interpret the requirement of plans and specifications.
  • Discuss details of construction with the Construction Contractor personnel.
  • Assure that materials incorporated into the construction work are in compliance with plans and specifications and that items requiring laboratory testing are tested before use on the project.
  • Review shop drawings register in coordination with the Government to assure that submittals are being made in a timely manner with sufficient lead-time that allows for review and approval prior to needing the materials at the job site.
  • On those items requiring laboratory tests, responsible for securing required samples for such testing, and reviews results of tests permitting use on the project.
  • Exercise surveillance to assure the Construction Contractor is conducting quality control operations to produce work in conformance with plans and specifications.
  • Ascertain that Quality Assurance reports, required quality tests, and activities are consistent with the project Quality Assurance Plan.
  • Bring any deficiency to the attention of the Construction Contractor and extract compliance.
  • Provide daily surveillance of Contractor Quality control (QC) system to assure that it is working effectively, in that required quality tests are made and appropriately reported in a timely manner along with daily quality control reports.
  • Advise the Government of faults in the system, along with recommended solutions.
  • Discuss with the Government the need for preparation for joint, pre-final, and final inspections.
  • Provide information to the Government on estimates of work completed and reports on deficiency items and any contractual matters for which payment should be withheld.
  • Maintain inventories and materials stored on site for which payments are made.
  • Prepare deficiency lists for items to be corrected. Follows up to assure timely corrections.
  • Review all the Construction Contractor's safety plans and advises the Government of recommendations.
  • Inspect safety precautions exercised by Construction Contractors and suggests remedial measures, as required.
  • Implement work stoppage on portions of the work where significant violations occur.
  • May serve as safety officer representative.
  • Receive, review and process submittals (i.e., date stamp submittals, check submittals into RMS, review submittals, aid in generating responses, file submittals in RMS and file the hard copies).

Education, Knowledge and Skills:
  • Bachelor's degree in an area of specialty.
  • Minimum of two or more years of related experience.
  • ASTM and ACI certified.
  • Knowledge and experience with construction practices including applicable building codes, applicable safety regulations.
  • Ability to read and interpret plans, schedules, and other specifications.
  • Capable of walking over rough terrain and standing for long periods of time.
  • Written and verbal communication, problem-solving, and conflict resolution skills
  • Must pass a pre-employment background check.
  • Maintain a valid driver's license.
  • Ability to communicate effectively with a diverse range of individuals.
  • Ability to multi-task and prioritize in a fast-paced work environment.
