We are seeking a highly qualified and experienced professional to take on the role of QFC Data Management and Reporting Manager. This unique position straddles multiple areas, including Finance/Regulatory Reporting, Data Management, Compliance, Operations, Risk and IT. This role is pivotal in ensuring compliance with IHC regulatory requirements and effectively managing Qualified Financial Contracts. The QFC Data Management and Reporting Manager will play a crucial part in standing up this new requirement and owning it once it goes live in 2024. We are looking for an individual with strong QFC experience, ideally gained at a competitor bank, to lead this initiative.
The role is a 'ground floor' opportunity as the successful applicant will be responsible for helping to build, maintain and monitor the QFC database and processes necessary to comply with the FDIC QFC requirements. This position reports to the CFO of Mizuho Securities USA and Mizuho Capital Markets.
Key Responsibilities:
QFC Data Management:
- Assist with the development and implementation of the new QFC report; including performing system testing and UAT.
- Assist with the oversight of all data related to Qualified Financial Contracts.
- Ensure data accuracy, integrity, and completeness of the QFC required information.
- Develop and implement QFC-related Data Management best practices and procedures.
Collaborate with IT and other internal teams to establish QFC Data Management infrastructure:
- Work with IT to monitor the capabilities required to prepare the QFC report on a timely basis.
- Test the QFC reporting capability to produce the QFC report on an ongoing basis.
- Liaise with various internal (i.e. Legal, Compliance, Audit, Finance, and Operations) and external constituencies (i.e. regulators, external auditors and consultants).
- Participate in bank examinations and internal and external audits.
- Identify, escalate and remediate data quality issues
Regulatory and Compliance:
- Stay up-to-date with IHC regulatory requirements related to Qualified Financial Contracts.
- Ensure compliance with all relevant regulatory guidelines and standards.
- Collaborate with compliance teams to address any regulatory issues or concerns.
Reporting:
- Generate accurate and timely reports related to QFC data and compliance.
- Prepare reports for regulatory reviews and internal stakeholders.
- Stakeholder Collaboration.
Process Improvement:
- Continuously assess and enhance Data Management and Reporting processes.
- Work with IT and the Control Functions to identify and implement efficiencies to streamline operations.
Minimum qualifications:
- Bachelor's degree in a relevant field (e.g., Finance, Business, IT).
- Strong banking industry experience (7-10+ years) with significant time spent on Qualified Financial Contracts (QFC) management, ideally gained at a competitor bank.
- Proven expertise in Data Management, data governance, and data reporting.
- Knowledge of IHC regulatory requirements and compliance standards.
- Excellent understanding of IT systems and integration.
- Strong leadership, communication and collaboration skills.
- Analytical mindset and problem-solving skills.

- Advanced degree
- CPA or other technical certifications
The expected base salary ranges from $105,000 - $250,000. Salary offers are based on a wide range of factors including relevant skills, training, experience, education, and, where applicable, certifications and licenses obtained. Market and organizational factors are also considered. In addition to salary and a generous employee benefits package, successful candidates are eligible to receive a discretionary bonus.
