Job Description
Our client is seeking candidates for a Purchasing Specialist role. The support will be conducted remotely as we are looking for a candidate who lives in the Orlando, FL to support task orders in the central Florida area initially.
Responsibilities:
- Responsible for the plans and implementation of activities related to the procurement of raw materials, goods and services
- Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives
- Approves and qualifies vendors, obtains quotes, examines bids and makes awards. Follows up on all orders from awards to closeouts
- Confers and negotiates with suppliers and analyzes suppliers operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and the suppliers ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records
- May prepare request for proposals (RFP) and bid packages
- Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations and engineering changes
- Uphold the highest standards of integrity and ethical conduct in all procurement activities. Avoid conflicts of interest and promote fair competition among suppliers
- Identifies opportunities for process improvement within the procurement function. Implement best practices to enhance efficiency, reduce costs, and streamline procurement operations.
- Collaborate with internal stakeholders, such as contract managers, program managers and finance teams, to understand their procurement needs and align purchasing strategies with organizational objectives.
Requirements:
- Bachelor's degree and minimum 3 years of prior relevant experience or alternatively, 7 years of direct purchasing experience
- Must have an active Secret security clearance
- Knowledge of Supply Chain principles and concepts in Defense Contracting
- Knowledge in the procurement processes of military grade and commercial products
- Knowledge of International Traffic in Arms Regulations (ITAR), Federal Acquisition Regulations (FAR) and Defense Acquisition Regulations (DFAR)Extensive experience working in a Federal IT or other related industry experience
- Experience purchasing commercial-off-the-shelf (COTS) items, custom metal fabricated parts, vacuum brazed chassis, 3D Models, and / or complex electrical components and assemblies
- Knowledge of purchasing commercial IT equipment through Army CHESS
- Understanding of DCMA purchasing system and required processes to utilize the system
- A self-starter with excellent written and verbal communication skills
- Advanced Excel skills including use of pivot tables, lookup tables, etc.
- Identify material constraints and develop/execute risk mitigation plans to reduce overall Program risk
- Perform lead time analysis and develop strategies to reduce lead time as required
- Explain, interpret, and gain cooperation on policies, procedures and practices
