Position Overview
Primary Purpose of Position
This position is responsible for the execution of all forms of procurement, both formal and informal, for goods and services procured by the university.
The procurement specialist ensures that procurement is executed in accordance with local, state and federal regulatory requirements.
The position works with assigned department users (e.g., staff, faculty) to develop specifications/scope of works for RFQs, RFPs, IFBs and RFIs..

Primary Function of Organizational Unit
The Procurement Office provides direction over the entire procurement activities within NCA&TSU, including purchasing and administration of the procurement card. Manages all procedural aspects of purchasing activities within State and Federal laws, North Carolina Division of Purchase and Contract rules and regulations, agency/university policy and procedures. Communicates with internal and external customers, clients and suppliers; negotiates between parties; verifies availability of funds, advises management on proper allocation of funds, etc.

Work Hours
Monday - Friday 8:00 a.m. - 5:00 p.m. ET

Duties
  • Interprets purchasing policies and procedures to departments and vendors.

Evaluate customer needs, identifying and researching relevant information, and making appropriate recommendations for the acquisition of goods and services, especially acquisitions that are large scale, complex, and/or of a specialized nature based on local, state, federal and university purchasing regulations, policies and procedures.
  • Directly assist customers to develop purchasing strategies, including identifying opportunities for cost savings as well as improved products/services, supplier management, and business processes.

  • Analyze bids, quotes, and proposals for adherence to specifications and recommends contract awards,

  • Analyze purchasing patterns as well as preparing and authoring cost studies and analyses to develop goals for strategic purchasing activities, and cost savings/revenue opportunities.

- Create, manage/administer contracts from cradle to grave whether long- or short-term agreements. This includes monitoring vendor performance, problem resolution, project management, contract compliance, and reporting, etc.
  • Prepares contract amendments, contract assessments and renewal documents and written materials.

  • Review and evaluates requisitions and initiates appropriate purchasing method to process purchasing transactions.

  • Assists in resolving billing issues associated with open purchase orders and coordinates resolution of purchase order payment issues with Accounts Payable.

  • Maintains manual and electronic documents, files, and records.

  • Monitors customer satisfaction of goods and services received for purpose of resolving outstanding issues and improving quality of services.

  • Participates in regional and national procurement organizations or purchasing cooperative meetings, trainings and conferences is required, as assigned by procurement management.

  • Assists Procurement management in benchmarking to achieve goals.

  • Performs other related duties as assigned.

  • Maintain a “service” focus when working with internal and external customers.

  • Serve as the primary liaison to an assigned set of university departments. This includes: – meeting and educating all levels of university personnel, including deans, directors, department heads, faculty and staff regularly.

  • Build strong relationships within a complex network within the university (i.e., other business and finance offices, legal, facilities, suppliers, etc.) to assist in helping customers.

- Return calls, emails, etc. to customers and suppliers in a timely manner (e.g., 8 hours -1 business day).
