Purchasing Manager

General Position Summary

The Purchasing Manager provides continuous interaction with many levels of internal customers to develop specifications and quality performance requirements in a timely matter. Administers purchase orders, contracts, RFQs (Request For Quotes), and sources materials for Finished Goods, Spares Inventory, Engineering, MRO, & Distribution for key accounts while providing tactical oversight to a team of global buyers. Maintains all supplier relationships and their respective files, including quotes, pricing and communications to include bid/quote packages and problem solving. Responsible for understanding all areas of the Business Rules involving order processing, inventory, purchasing, (MRP) Material Requirements Planning, and related marketing and accounting impacts to operations.

Essential Functions / Major Responsibilities

• Manages all purchasing activities and establishes strategic purchasing processes and procedures.
• Interface with required functional groups to resolve challenging delivery requirements.
• Lead and direct others to accomplish desired organizational objectives.
• Maintains relationship with suppliers and negotiates contracts for major purchases.
• Develop and maintain all supplier files and their respective files, including quotes, pricing, and communications to include bid/quote packages and problem solving.
• Evaluates and analyzes purchasing trend and price trend to identify forecasting demand and minimize purchasing costs.
• Monitors and facilitates improvements in material cost reduction, quality, and delivery.
• Actively participate in sourcing projects to ensure the stability of the supply chain.
• Maintains cost information by commodity and supplier.
• Responsible for understanding all areas of the Business Rules involving order processing, inventory, purchasing, Material Requirements Planning (MRP), and related marketing and accounting impacts to operations.
• Utilize MRP System to procure materials for manufacturing production and spares inventory consistent with quality, delivery and costs expectations.
• Facilitates development of necessary bid/quote packages and solicits those bid packages to suppliers.
• Communicates daily engineering & quality changes to all suppliers and offers trouble shooting if needed.
• Evaluates and manages supplier performance to insure on time deliveries and adherence to quality specifications.
• Key focus on maintaining key accounts by administering purchase orders, contracts, RFQs (request for quotes), to meet required terms and conditions and sourcing materials for finished goods, spares inventory, engineering, MRO, and distribution.
• Acts as role model and coach to less senior buyers
• Responsible for reporting and trending team performance and identifying key areas or opportunities for improvement
• Works closely with the Planning, Inventory Control & Scheduling groups to develop accurate forecasts to optimize inventory levels and customer satisfaction.
• Collaborates with engineering and quality assurance, and other departments as needed.

• Demonstration and experience of use of standard concepts and practices in Purchasing.
• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, mechanical drawings, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
• Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
• Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.
• Possess an understanding and working knowledge of MS Office suite to include Excel, Word, and Outlook.
• Requires the ability to obtain a passport and travel internationally as well as domestically up to approximately 15% of the time.

Education and Experience Requirements

• Bachelors degree preferred, or equivalent combination of education and experience.
• Minimum 7 years experience in business or technical fields
• Minimum 5 years experience in Purchasing and Supplier Management preferred.
• 2 years minimum managerial/supervisory experience.
• Must have MS Excel skill at advanced to expert level.
• Intermediate to expert knowledge of MS Office suite to include, Word, Access and Outlook and ERP.
• Professional certifications (ISM, APICS) preferred.
• Local candidates preferred.
