Umpqua Health is a Coordinated Care Organization (CCO) in Roseburg, Oregon that serves over 30,000 OHP members within Douglas County, offering benefits, programs, and outreach for those in need. Currently we are seeking a Purchasing and Asset Agent, to join our team.
- Full-time 40 hour per week, on-site position in Roseburg, Oregon.

The Purchasing and Asset Agent's purpose is to manage resources, minimize costs, ensure compliance, and maximize the value derived from procurement and Asset management activities. This role is essential for maintaining the financial health and operational efficiency of the organization. Provides all Purchasing and Asset management needs for Umpqua Health and all its subsidiaries. Develops, implements and/or maintains accurate record keeping systems.
ESSENTIAL JOB RESPONSIBILITIES
- Purchase all supply and Asset requests from Umpqua Health and all its subsidiaries.
- Ensure all purchases are made using one standardized procedure.
- Ensure all purchases follow the guidelines provided in Financial Authority Matrix and the internal department budget.
- Build and maintain relationships with vendors. Negotiate and track all vendor contracts for best pricing/discounts for the organization.
- Establish, track, and maintain all internal inventory levels for commonly used office supplies and specialized company logo merchandise.
- Provide the Finance department with all necessary documentation/approvals needed to process invoices.
- Research and participate in vendor rewards programs especially for recycled or outdated equipment.
- Reconcile all equipment and Asset inventory activity i.e., department usage, locations, additions, and disposals.
- Track all storage usage needs.
- Responsible for solving all vendor disputes and returns.
- Process Change Orders for cost allocation to appropriate departments.
- Participate in collaborative capital expenditure projects with all departments.
- Maintains strictest confidentiality.
- Comply with organization’s internal policies and procedures, Code of Conduct, Compliance Plan, along with applicable Federal, State, and local regulations.
- Developing policies, procedures, and controls to ensure the integrity of the financial controls.
QUALIFICATIONS
Minimum Qualifications
- A minimum 2+ years of purchasing experience or relevant experience in the field.
- 2-year degree in accounting or related field or equivalent experience.
- Knowledge of commonly used concepts, practices and procedures used within the purchasing industry.
- No suspension/exclusion/debarment from participation in federal health care programs (e.g. Medicare/Medicaid).
- Proficient computer skills, including MS Office suite.
Preferred Qualifications
- 2 years of purchasing experience in a healthcare setting.
- A solid understanding of GAAP, accounting policies, practices, and systems.
- Experience considering the impacts of the work on multiple communities, including communities of color, in technical analysis.
- Experience working on a diverse team.
- Experience working with different communication styles.
- Bi-lingual translation or translation capabilities.
