Job description

DEFINITION
Under direct to general supervision, performs a variety of PUBLIC WORKS inspections for construction projects including examining and physically reviewing construction and structures to ensure compliance with safety regulations and construction codes, and other related ordinances; reviews plans in the field; prepares and recommends change orders and cost estimates; and performs other related duties and responsibilities as required.
DISTINGUISHING CHARACTERISTICS
Inspector I: This is the entry level class in the Public Works Inspector series. This class is distinguished from the Public Works Inspector II by the performance of the less complex inspections assigned to positions within the series. Because this class is typically used as a training class, employees may have limited or no directly related work experience. An employee in this class is expected to read and interpret construction plans and codes and have a working knowledge of public infrastructure construction.
Inspector II: This is the full journey level class within the Public Works Inspector series. Incumbents within this class are distinguished from the Public Works Inspector I by the performance of the full range of duties, and the more complex inspections. The work requires independence and discretion in conducting field inspections and involves proactive implementation of applicable codes and regulations. Incumbents at this level are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the next higher classification of Senior Public Works Inspector in that the latter has the responsibility for providing lead direction and training, and performing the most complex and sensitive duties. Employees at this level are fully aware of the operating procedures and policies of the work unit. Appointment to the II level requires that the employee be performing the full range of duties assigned to the class.
Flex Staffing: Positions in the Public Works Inspector Series are flexibly staffed and positions are normally filled by advancement within the series, upon fully performing the duties and responsibilities, demonstrating the knowledge, skills, and abilities, and meeting the requirements for the higher class, as determined by management.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. Other duties and responsibilities may be added, deleted or changed at any time at the discretion of management, either orally or in writing.

  1. Schedules and inspects PUBLIC WORKS and public utilities construction and maintenance projects to ensure compliance with safety regulations and construction codes.
  2. Inspects concrete street improvements, including sidewalks, drive approaches, wheelchair ramps, block walls, and other elements; inspects asphalt concrete street paving and slurry seal coating; ensures correct street sections checking grades and elevations.
  3. Inspects storm water drainage systems and year-round protections, including compliance with NPDES standards.
  4. Observes earthwork grading, slope construction, earthen berms and surface drainage, reviews soils compaction reports and grading certificates.
  5. Inspects all aspects of traffic control set-ups and maintenance for conformance with codes, specifications and safety practices.
  6. Maintains necessary records of daily operations, including daily project reports, time reports and vehicle reports.
  7. Responds to citizen complaints and requests for information, including the general public, developers, contractors and utility representatives.
  8. Interprets construction plans and specifications; prepares and makes recommendations on change orders; confers with City engineering staff on design problems encountered in the field; prepares cost estimates.
  9. Performs final inspection of construction projects for field acceptance; prepares list of required corrections prior to field acceptance or final bond exoneration; Issues certificates of occupancy.
  10. Coordinates inspection activities with other City departments and divisions; confers with architects, contractors, builders and the general public in the field and office; explains and interpret requirements and restrictions.
  11. Participates in weekly staff trainings.
  12. Generates reports to collect and analyze inspection data; ensures that all inspections have been appropriately recorded in the work flow.
  13. May assist in the development of work procedures.
  14. Transports assigned vehicle for scheduled service and maintenance.
  15. Orders supplies, and picks up supplies from vendors.
  16. Performs related duties and responsibilities as required.

QUALIFICATIONS:
Education, Training and Experience:
Knowledge of:
  • Operations, services and activities of a municipal PUBLIC WORKS inspection program.
  • Laws, ordinances, and codes regulating PUBLIC WORKS construction.
  • Methods and techniques of construction inspection.
  • Principles and procedures of record keeping.
  • Principles and practices of technical report preparation.
  • Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.
  • Occupational hazards and standard safety practices.
  • Recent and on-going developments, current literature, and sources of information related to construction inspection.
  • City and mandated safety rules, regulations, and protocols.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
Ability to:
  • Perform entry/journey level PUBLIC WORKS inspection activities in a variety of structures including residential and commercial projects.
  • Read and interpret routine to complex and difficult blueprint plans and specifications, as well as applicable codes, ordinances, Federal, State, and local laws, rules, regulations, policies, and procedures.
  • Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials, and detect deviations from plans, regulations, and standard construction practices.
  • Keep up with constantly changing laws, codes, ordinances, and regulations.
  • Learn more complex principles, practices, techniques, and regulations pertaining to assigned duties.
  • Prepare clear and concise technical reports.
  • Maintain complex records and files.
  • Understand and follow oral and written instructions.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Make arithmetical computations rapidly and accurately.
  • Work independently and as part of a team.
  • Make sound decisions within established guidelines.
  • Effectively represent the department and the City in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations and in meetings with individuals.
  • Demonstrate an awareness and appreciation of the cultural diversity of the community.
  • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing.
  • Ensure adherence to safe work practices and procedures.
  • Operate a vehicle observing legal and defensive driving practices.

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities to perform the essential functions is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience - Public Works Inspector I:
A minimum of one (1) year of increasingly responsible experience in PUBLIC WORKS construction inspection.
Experience - Public Works Inspector II:
A minimum of two (2) years of journey level experience in PUBLIC WORKS construction inspection.
Training - Both Levels:
High School graduation or satisfactory equivalent, supplemented by college level courses or trade school in civil engineering/PUBLIC WORKS construction.
Licenses and Certifications:
Public Works Inspector I:
Possession of a State of California driver's license and proof of insurance.
Public Works Inspector II:
Possession of a State of California driver's license and proof of insurance.
  • Desirable Certifications: WQMP, Concrete Inspection/testing and Landscape
Special Requirements:
Incumbents in this class are subject to emergency callback and extended shifts.
WORKING CONDITIONS
The work environment characteristics and physical/mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this class. Environmental Conditions:
Employees primarily work in the field and may be exposed to hot and cold temperatures, inclement weather conditions, loud noise levels, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. The nature of the work also requires the incumbent to climb ladders, work in heavy vehicle traffic conditions, and often work with constant interruptions. Employees frequently deal with irate members of the public in interpreting and enforcing departmental policies and procedures and City codes.
Physical Demands:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various locations in the field; vision to read printed materials and a computer screen and when making inspections; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification regularly sit, stand, walk on level and slippery surfaces, reach, twist, turn, kneel, bend stoop, squat, crouch, grasp, crawl, and make repetitive hand movement in the performance of daily activities. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing 20 pounds or more.
Mental Demands:
While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; read and interpret complex data, information and documents; analyze and solve complex problems; use math/mathematical reasoning; perform highly detailed work under changing, intensive deadlines, on multiple concurrent tasks; work with constant interruptions, and interact with City management, staff, developers, contractors, homeowners, members of the public, representatives of private agencies and others encountered in the course of work.Selection and Application Process:
