Construction Manager I - $80,828.80 - $121,243.20

Construction Manager II - $90,937.60 - $136,406.40
The City typically pays up to 16% over minimum based on experience.

GENERAL PURPOSE:

Performs professional level work involving the management of construction and design scheduling for the City of Winter Park. The individual will manage the timely completion of pre-construction and construction activities such as assistance with procurement and schedule development. Manages complex special projects for the Public Works and Transportation Department beginning with modernization of the City's Capital Improvements processes to include on-boarding of enterprise resource planning software. Other tasks as-needed may be assigned. Work is performed under the supervision of the Director and the Assistant Director of Public Works and is reviewed during bi-weekly meetings and periodic on-site visits.

ESSENTIAL FUNCTIONS:

  • Analyzes and defines the scope and budget of projects with client divisions and departments.
  • Manages consultant contracts to ensure adherence to scope and resolution of design conflicts.
  • Interviews and thoroughly reviews firm qualifications information for the ranking of proposals.
  • Assists project managers in the review of construction design information.
  • Reviews plans, specifications and construction cost estimates with various city departments.
  • Leads project delivery teams and provides project guidance and direction to achieve project goals.
  • Sets-up and holds meetings with consultants to negotiate terms and conditions of contracts.
  • Prepares contractual documents
  • Coordinates the bidding process which includes advertising for bid, evaluation, recommendations of award and issuing notice of award to consultants and contractors.
  • Prepares City Commission Agenda items to obtain authorization to use consultants, contractors and suppliers.
  • Conducts pre-construction conferences and progress meetings.
  • Monitors and approves construction activities such as shop drawings, requests for information, requests for proposed changes, change orders and pay estimates.
  • Ensures the development of baseline schedules, progress schedules, and two-week look ahead schedules of construction projects, as a whole, and in relation to specific job tasks.
  • Coordinates proposed changes in construction projects with design engineer, contractor and the City of Winter Park.
  • Receives, reviews, and recommends approval of contractor's requests for payment.
  • Supervises field representatives/inspectors in on-going quality control and quality assurance programs.
  • Prepares and implements claims identification and mitigation procedures.
  • Evaluates and prepares requests for changes to the project plans and specifications.
  • Schedules, conducts and documents completion, final acceptance and inspections of projects, with contractors.
  • Ensures receipt and secured storage, at the City of Winter Park, of As-Built drawings and related documents, as well as warranty information for completed work, software, equipment, and other project deliverables.
  • Performs other duties as needed to facilitate the accomplishment of departmental goals and objectives.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the state of the practice of civil engineering and construction concepts.
  • Ability to effectively conduct negotiations with current and perspective consultants, which may involve speaking and hearing.
  • Ability to operate personal computers and knowledge of personal computer spreadsheet and word processing software, Computer Aided Design and Drafting (CADD) and other software programs such as Microsoft Project or Primavera, and Power Point.
  • Ability to develop and manage project scheduling and budgets from inception to completion.
  • Ability to use smart phones, email, and internet options to communicate with consultants and contractors.
  • Knowledge of Construction Contract administration.
  • Skilled in the operation of motor vehicles.
  • Knowledge of surveying techniques and skilled in the use of a level and transit as related to prospective and current construction sites.
  • Ability to take accurate field measurements of installed work.
  • Skilled in the operation of personal computers.
  • Ability to thoroughly inspect construction sites, which may involve working in excessive noise, standing and walking for extended periods, bending, stooping, and working at heights or in confined areas.
  • Ability to perform construction inspections, which may involve standing, walking, bending and stooping.
  • Ability to work in confined areas, around excessive noise and at heights.
  • Ability to make visual inspections in varying types of weather and at any time of day.
  • Ability to communicate effectively both orally and in writing.
  • Ability to effectively present projects in a public forum.
  • Ability to supervise others, which may involve reading, editing, speaking, and hearing.
  • Knowledge of local ordinances and permitting requirements.
  • Ability to deliver quality projects on time and within budgets.
  • Ability to simultaneously handle multiple projects.
  • Ability to organize and prioritize multiple tasks.

MINIMUM QUALIFICATIONS:

Bachelor's degree or equivalent in Engineering, Business Management, Project Management, or related field, supplemented by at least five years of experience in construction contract review and permitting processes and/or program/project management or related field.

An equivalent combination of education, training and experience, which provide the necessary knowledge, skills, and abilities and other competencies required for the position may be considered.

CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:

Possess and maintain a valid State of Florida Driver's License, Class E or higher.

Minimum Qualifications for Construction Manager II
All of the above qualifications and a Professional Engineer (PE) License

Note: All certifications must be current at the time of application and must be maintained as a condition of continued employment.

OTHER REQUIREMENTS:

Physical

This is medium work requiring the exertion of 25 pounds of force occasionally, up to 15 pounds of force frequently, and up to 10 pounds of force repetitively to lift, carry, push, pull, and reposition objects.

Ability to traverse about a variety of city facilities/jobsites, with or without reasonable accommodation.

Ability to ascend/descend stairs, scaffolds, and ladders.

Ability to remain stationary at jobsites for extended periods of time and repetitively operate related equipment for repairs/maintenance.

Ability to manipulate objects, demonstrate small, precise movements, and operate necessary equipment such as small hand and power tools repetitively or continuously.

Environmental

Tasks may require infrequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.

Sensory

Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one's surroundings, and the ability to effectively communicate and exchange information with others.
