Summary
King County's Finance and Business Operations Division, Procurement & Payables section, is seeking a Project Control Officer! We are looking for a procurement professional who is creative, technically knowledgeable, agile, customer service driven and has an investigative nature.
This position works closely with the Finance Project Control Manager and supports internal County agencies to provide guidance and training to ensure the Executive Policies and Procedures (P&P's) for the County's Capital Improvement Programs (CIP) are being followed, as well as working with the Capital (CAP) team to perform duties ranging from assignment of Project Control service request to developing and implementing new cost control procedures for contracts.
The Procurement & Payables Section buys vital goods and services for King County government. Our Mission is to help King County achieve sustainability and social equity through responsible stewardship of county resources, streamlined business processes, and strategic procurements from innovative suppliers.
Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
  • Evaluate and negotiate claims and Procurement change orders when requested by county project managers.
  • Serve as a subject matter expert and Procurement liaison for various committees focused on continuous improvement processes related to capital project procurements and compliance.
  • Develop training materials and tools in the application of and compliance with policies and procedures relating to capital project procurements and compliance.
  • Serve as a Project Control Officer to the assigned Agencies.
  • Provide direction and training for King County staff in the requirements and regulations concerning cost control, contract compliance and other subject areas as identified.
  • Collaborate with Agency project managers regarding contract amendments and change orders.
  • Participate in assigned special projects associated with making processes for compliance more effective or efficient for clients.
  • Review Agency project management manuals for compliance with policies and procedures.
Minimum Qualifications:
  • Capital procurement projects experience;
  • Understand and experience with principles, practices, and terminology used to procure Architectural & Engineering (A&E) and Construction contracts;
  • Working knowledge evaluating and negotiating change orders and/or contract amendments, claims analysis, scheduling analysis, contract close-out and regulatory requirements such as RCW, FAR, LAG manual;
  • Ability to work independently to develop new or revise contract language or procurement methods;
  • Strong communication, interpersonal, writing and customer service skills;
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work;
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products;
  • Ability to work with people from diverse backgrounds.

  • One or more of the following:
    1. CPPB (Certified Professional Public Buyer)
    2. CPPO (Certified Public Procurement Officer)
    3. Other procurement related certification(s)
  • Experience with LEAN processes and principles
  • Experience with SharePoint, MS Teams and other collaborative online tools

Position Information:
  • Work Site Details: The work associated with this position will primarily be remote with time in office as needed.
  • Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation: This position is represented by Teamsters 117.
Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and following FBOD's Hybrid and Remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.
